Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Global metrics overview - all programs

We are trying to understand the overall outcomes of the work being funded across our grantees' programs. Please use the table below to let us know how your programs contributed to the Global Metrics. We understand not all Global Metrics will be relevant for all programs, so feel free to put "0" where necessary. For each program include the following table and

  1. Next to each required metric, list the outcome achieved for all of your programs included in your proposal.
  2. Where necessary, explain the context behind your outcome.
  3. In addition to the Global Metrics as measures of success for your programs, there is another table format in which you may report on any OTHER relevant measures of your programs success

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.

  • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
  • Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
  • We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
  • We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.
  • You are welcome to use the table below to report on any metrics or measures relevant to your program. These may or may not include the global metrics you put in the overview section above. You can also share your progress in another way if you do not find a table like this useful.

Communications

By the outset of the year, CIS-A2K had developed a robust communication strategy in order to provide structure, context, and voice to our medium as well as our message. Over the past six months, CIS-A2K has been slowly able to fill in these heretofore absent communication gaps. While CIS-A2K has always had an online as well as offline presence since the time of its inception, the beginning of this grant year marked a more emphatic shift towards pushing these communication boundaries. It was also perhaps a way to announcing that CIS-A2K’s communication had become more explorative than what had traditionally been practised. While engaging with communities remains the core focus of the core, this year marked the transition into communities engaging with us on social media, even bringing to our notice matters that are current to the discourse on Indic Wikimedia. While this may be the norm on global Wikimedia social media accounts, this is telling in the Indian context because of two reasons. Firstly, most Indic Wikimedians prefer to engage on-wiki, whether it is English/ Indic language talk pages or Meta-Wiki for project coordination. Secondly, this also signifies a validation of our communications and media strategy wherein communities and stakeholders have been made well aware of these alternative spaces of engagement where they perhaps gauge a speedier response forthcoming.

The media strategy was necessitated by a variety of reasons. CIS-A2K has been working as a catalyst for the growth of the free knowledge movement and Indic language Wikimedias since 2013. Having gathered the right footing and networks of access over the years, the need for a dedicated communications vertical was felt. This role would be focused on telling not only the CIS-A2K program stories but also those of community members and communities through a structured media strategy. The impact of this exclusive role is envisioned to be a robust documentation process that helps all stakeholders learn about the ongoing efforts as well as draw lessons from them in order to innovate for the future.

As stated earlier, the impact of our new communication strategy was evident from the fact that the Indic language communities took notice of us and reached out to us during times of intense public discourse amongst Indic Wikimedians within their communities. This alerted us to the fact that CIS-A2K's responsibilities as an affiliate of the Wikimedia Foundation is increasingly manifest in its communications and public imaging. Similarly, CIS-A2K has successfully managed to provide a platform for the pet projects of the Indic Wikimedia community members. CIS-A2K made an effort to not only promote these projects but also get those behind these projects to articulate their narratives. This is important to CIS-A2K as this makes the community aware of yet another resource that they can avail from CIS-A2K. For example, CIS-A2K was thrilled to help User:Krishna Chaitanya Velaga in promoting a photo contest This was true of the Odia community as well. During the third anniversary celebrations of Odia Wikisource, CIS-A2K drafted press releases and a blog to help pin down the achievements of the community on Wikisource. The same effort was replicated when the State Government of Odisha had free-licensed its social media channels. Being one of the most active communities that involve themselves with large scale digitisation work of old and rare manuscripts, CIS-A2K was eager to help other Indic Wikimedia communities take note of this. This also manifested itself in a positive way when we invited experienced Wikimedian User:Ashlin to write a guest blog for us. Even as he was reproducing a speech he had given the previous month at an off-wiki event, CIS-A2K felt that telling the same story through the CIS-A2K channels would enable more people to be looking at it and learning from it. Another example is the Memorandum of Understanding that was signed between the State Government of Telangana and CIS-A2K. This received widespread news coverage.

In our effort to think of simple and effective ways of recognising the developments in communities, we also sent congratulatory messages on mailing lists. The creation of new communities is a massive development in the Indian as well as the global context. Thus, when the Odia User Group and Hindi User Group were created, CIS-A2K sent out warm wishes to these communities starting a trend wherein others were replying on the thread. These seemingly small examples go a long way to helping think about the overall spirit of our portrayal.

In an emulation of some of the global handles, CIS-A2K has been also been sharing important research and findings on our social media handles for the benefit of those Indic Wikimedians who are looking for deeper dives into matters in the wider wiki-ecology. While this is perhaps more suited for Wikimedians who are interested in research, this helps the larger Indic Wikimedia communities to share in the vast repository of research that has been and is currently being carried out. In a similar vein, when it comes to the core of CIS-A2K's communications strategy, there has been a larger continuing engagement with Indic Wikimedia communities and community members who have engaged with us. When CIS-A2K carried out large-scale promotions for the Bhubaneswar Heritage Edit-a-thon, one of the ways in which CIS-A2K reached out to Wikimedians was through our Train The Trainer and MediaWiki Training alumni who not only took part but also helped spread the word.

When it comes to social media, CIS-A2K has pushed the boundaries this year with not just engagement but also the voice it has found for itself. We have been able to articulate the spirit of stewardship with a dash of wit and humour in order to keep the content meaningful as well as relevant. CIS-A2K was represented at two workshops conducted by social media giants Facebook and Twitter. These were workshops that were aimed at helping those in the volunteer sector tap into the resources and services offered by these social media companies. CIS-A2K learnt a great deal from these workshops and has put them into practice. These resources can be found here.

Documentation

CIS-A2K 2.0, with its revamped roles and responsibilities had decided early on that our record-keeping practices had not been at the optimal level. And record-keeping was important not just as documentary record but also for learning lessons internally as an organisation. This year, our push to document has reached new heights. CIS-A2K has documented the outcomes of meetings, visits, programs, events and, activities. In fact, CIS-A2K has moved beyond traditional documentation practices and struck out a new path, exploring methods like Facebook live videos. When noted ecologist Madhav Gadgil visited CIS-A2K, we were actively documenting his suggestions to the team and his understanding of the open knowledge movement. Similarly, when User:Asaf (WMF), Senior Program Officer, Emerging Wikimedia Communities, Wikimedia Foundation, visited India to conduct a series of Wikimedia-related technical trainings, CIS-A2K started off a pan-India trend of conducting Facebook live video interactions.

CIS-A2K's documentation of the Christ University Wikipedia Education Program has also seen a perceptible rise in the number of social media interactions. The students who work with us on the Program not only now follow us regularly on our social media channels like Facebook, Twitter and Instagram but they also use our blog to learn about any new programs that CIS-A2K has devised for them. The number of applicants to the internship program this year has increased exponentially from 50 to 169.

CIS-A2K has also revived the monthly internal staff meetings in order to share knowledge as well as articulate plans amongst staff members. This helps the team align goals as well as work independently. This is helpful to also give one another ideas to engage. During the documentation of our Impact Report, the monthly internal staff meeting helped us understand the importance of this. Thanks to these meetings, we made more of an effort to document the number of times we have spoken to community members. The revival of the monthly meeting itself was the result of a documentation effort at our team retreat.

The core newsletter documentation has also undergone a change in design. This was important as it allowed for a de-cluttered look as well as to make the newsletter more aesthetically friendly.

Global Engagements

As part of our effort to leverage networks and make accessible innovative ideas from the global community to the Indic Wikimedia communities, CIS-A2K initiated the Global Engagements plan this grant year. This was also with the aim of facilitating the knowledge transfer and collaboration between the Indic Wikimedia communities and the global movement. In directing our communities towards these ideas and concepts, they may then choose to localise them to suit the needs of their respective communities. Engaging with a wide variety of communities, cultures, and sensibilities helps develop a more holistic perspective which may then be reflected in the quality of content. Such localisation of content helps inform Wikimedia policies and guidelines at the community level as well. CIS-A2K plans to take up the global engagement component with more vigour in the upcoming plan year by incorporating it across languages and activities. We believe that openly available global lessons from Wikimedia chapters and affiliates must be studied, understood and used to help communities in India. CIS-A2K will aim to leverage its access to these lessons, organisations and peoples to bring the best of technical and content related components to Indian Wikipedia communities. CIS-A2K hopes that the global engagement initiative changes from passive learning to that of active collaboration.

We launched our Technical Wishes plan in July. The Technical Wishes project drew inspiration from WMDE. This was an attempt to find out if the Indic Wikimedia communities face any technical challenges that CIS-A2K could help solve. To this end, CIS-A2K constituted a panel of technical experts involving a few technically well-versed Wikimedians who wished to help CIS-A2K resolve the issues.

These panelists were kept abreast of the requests that came our way. Although we didn’t particularly have requests that were of a technical nature, we thought of this as breaking the barrier between the communities needs and our ability to leverage the network of Wikimedians we have access to.

CIS-A2K as a movement affiliate was involved in several global initiatives this year. CIS-A2K played an active role in enabling the strategy salons that took all over the globe. CIS-A2K documented the process with Wikimedia stakeholders as well as external external stakeholders from like-minded movements. In addition to this, CIS-A2K held a gender gap consultation with persons working in the field of gender equality in order to bridge the provide the CIS-A2K with the much needed strategic direction in this regard. Additionally, CIS-A2K was also represented in the pan- India effort to kick-start an awareness campaign regarding Wikipedia in India.

In addition to this, CIS-A2K has made efforts to realising its Hyperlocal QRpedia through working the Bhubaneswar Development Authority. CIS-A2K assisted the Odia Wikimedia community in free-licensing the social media accounts of the Chief Minister of Odisha. CIS-A2K is also in talks with Utkal University for conducting a Wikimedian in Residence program. Additionally, a well-attended meeting was conducted librarians in Pune in order take 1lib1ref to their libraries and communities.

In order to help provide for the overall research and literature of the Wikimedia projects the world, CIS-A2K is also in the process of releasing two documents: one, a comparison of the by-laws of various chapters, user groups and affiliates, and two, a study of the best practices emerging from the various successful efforts of Wikimedia communities in implementing their gender gap policies and guidelines. This is an effort to add to the literature as well as to find ways and means of localising them to suit the needs of Indic Wikimedians. As part of the ongoing effort to support the Indic Wikimedia communities in terms of infrastructure, CIS-A2K also conducted a pan-India needs assessment. This was to help the Wikimedia Foundation and the project sponsor, Google, collate the various needs of Indic Wikimedia communities.

CIS-A2K also did a minor tracking of the mentions of India and India-related content in the Wikimedia Foundation's Annual Report in 2016. CIS-A2K has also assisted like-minded organisations and people in their endeavours to contribute to Wikimedia projects. CIS-A2K helps conduct monthly Wikipedia edit-a-thons in collaboration with Feminism In India, an organisation whose cause is gender-equality. CIS-A2K also assisted Wikimedians conference preparations and their representations.
