- There were a total of 5 names that came through the Affiliate nominations process - Bluetpp, NhacNy2412, Alphama, XXX16* and Diepaplpg19.
- Due to personal reasons, Bluetpp and NhacNy2412 were unable to attend and withdrew.
- Alphama thereafter published the opportunity to participate in the ESEAP conference on the following meta pages
- XXX16* and Diepaplpg19 responded.
- For planning purposes, the ESEAP Conference Organising Committee (CoT) reserves two conference spots for each affiliate in ESEAP.
- Alphama passed on XXX16* and Diepaplpg19’s intent to participate to the ESEAP CoT.
- Due to personal reasons, XXX16* was also unable to attend and withdrew.
- Diepaplpg19 successfully received a visa to attend the conference in Sydney.
Vietnam Community’s outreach to multiple partners within the movement
- The ESEAP CoT was made aware that the Vietnamese community had concerns about Diepaplpg19’s representation. The Vietnamese community expressed concern that Diepaplpg19 did not have previous experience or relevant knowledge to represent the User Group. This was raised across several channels:
- Nguyentrongphu emailed Trust and Safety;
- Trust and Safety recommended that Nguyentrongphu get in touch with ESEAP CoT to further understand the selection and review process, as it does not fall under the remit of Trust and Safety.
- Nguyentrongphu emailed ESEAP CoT;
- Bluetpp reached out to Vivien Chang (WMF, Movement Strategy) via text message;
- Nick Wilson (WMF, Community Relations) was alerted to this on Meta by Nguyentrongphu;
- Bluetpp reached out to Jacqueline Chen (WMF, Community Resources) via email and call;
- In line with Trust and Safety’s response and community’s wishes, facilitated a call between Bluetpp and representatives of ESEAP CoT, providing a platform for the community to resolve the issue amongst themselves.
- Nguyentrongphu emailed Trust and Safety;
General Sentiments from the Vietnamese Community
- While the first three usernames (Bluetpp, NhacNy2412, Alphama) were known amongst the community, the subsequent two usernames (XXX16* and Diepaplpg19) were new.
- Not supportive of Diepaplpg19 representing the User Group. Preference for more experienced wikimedian to represent the community.
- Of the view that ESEAP CoT should conduct due diligence on the nominations and that the ESEAP CoT should not have processed an application from a new person.
- Of the view that there should be further community consultation before the two usernames (XXX16* and Diepaplpg19) were forwarded to the ESEAP CoT
Clarification from the ESEAP CoT
- The ESEAP Conference is being organised by a group of ESEAP and Wikimedia Australia volunteers. The ESEAP CoT did everything they could to enable as wide a group of attendees as possible.
- The Organising team is aware that some early nominations from the Vietnam Wikimedian User Group were unable to obtain visas. As time drew closer ESEAP CoT worked with the User Group to find interested wikimedians from Vietnam who could get a visa and attend the conference. It is now too late to make changes, obtain refunds, and make new travel arrangements.
- The ESEAP CoT has no evidence to prove that Diepaplpg19 and Alphama have ill intention and therefore see no reason to deny Diepaplpg19 attending the conference at this point, in the hope to not discriminate against any person acting in good faith. The ESEAP CoT also wishes to diversify participants and welcomes new faces with the expectation that they will come back and contribute to any of the Wikimedia platforms in any way possible.
- Diepaplpg19 will attend the conference as an individual from Vietnam and unaffiliated to the Vietnam Wikimedian User Group.
Peer Learning - ESEAP CoT and Vietnam Wikimedian User Group
- ESEAP CoT encourages Vietnam Wikimedian User Group to establish guidelines for future nomination process. For example: Board resolution for representatives to attend the 2013 Wikimania Conference in Milan; substitution of representatives subsequently. The User Group, together with its members should collectively set up a decision making process that is in line with its governance structure.
- For future references, Vietnam Wikimedian User Group’s preference would be to give up any reserved spots for Vietnam if there are no eligible nominees from the country. Eligibility criteria to be determined by Vietnam Wikimedian User Group.
Violation of Universal Code of Conduct (UCoC)
- Nguyentrongphu’s writings on meta contain strong allegations and can be liable for defamation. The ESEAP CoT understands Nguyentrongphu is not affiliated with the Vietnamese User Group and declines to engage in a discussion that is aligned with the UCoC standards.

Call with ESEAP Conference Organisers and Vietnamese Community
- "The ESEAP CoT understands Nguyentrongphu is not affiliated with the Vietnamese User Group and declines to engage in a discussion that is aligned with the UCoC standards" -> false accusation. I was invited to a video call, but I declined due to transparency issue. I responded by saying that I want to discuss it on Wikipedia or Meta for everyone to see. - The clear consensus in Vietnamese Wikipedia is that Diepaplpg19 should not have been chosen to represent Vietnamese Wikipedia at the conference due to having 0 contribution to Wikimedia movement as a whole. ESEAP doesn't get to say in what the Vietnamese Wikipedia community really wants. Alphama already resigned his adminship due to this incident. Nguyentrongphu (talk) 23:05, 20 November 2022 (UTC)
