Russian Chapter

I'm one of those who works on the Russian Chapter of WMF. I would like to ask you, is there a list of other chapter activities? I mean, what are tasks that may be solved with registered artificial person? I see the following:
- Management of content rights:
- Gathering of written GFDL confirmations from authors (to send them to WMF).
- Issuing approvals for commercial organisations to allow them to use Wikipedia/etc content.
- Commercial activity such as printing Wikipedia/etc or publishing on DVD.
- To represent WMF in courts (subject to additional POA from WMF on per case basis).
- Promotion of Wikipedia/etc and of free content ideology.
- Advertising.
- Organisation of meetings and conferences.
- Lobbying of Copyleft/other free licenses-friendly changes in legislation.
- To represent WMF in different forums.
- Local technical maintainance:
- Local cashing servers infrastructure.
- Local service servers (for bots, mailservers, etc).
- Finances.
- Mananging donations, fundraisings.
Is there anything serious that I missed?

Wikipedia DVD in Russian
editDear Delphine, the general mood of the discussion on this in Russian Wikipedia community that there are much risk in publishing Russian Wikipedia as is. There are too much articles of low quality, and those that contain copyvio. I'm now promoting a project of the verification of the Russian Wikipedia articles for reliability and legality. My previous negotiations with a potential publisher is a one of roots for this verification project. If you are interested, I could write more details. Sorry if I seem to be immodest, writing you on several topics at once. I'm just one of, and definitely not the only, active participants in Ru-Wiki. Dr Bug (Vladimir V. Norwegian chapter guidelines
editThe Swedes are discussing creating a chapter (again). I am not at all sure anything will become of it, but because there is an old try to create bylaws, that missed some important points (and because of some possible trolling) we need to create a good example of possible bylaws. Taking Wikimeda Norway's bylaws as a model sounds like the most obvious way to go about it, at least to me. Therefore I wonder, do you have any comment on the Wikimedia Norge bylaws? Anything that the WMF is likely to frown upon, if we copy it? What about paragraph 2, "The mission of Wikimedia Norge is to strengthen Wikimedia projects in Norwegian and Sami languages"? // habj 10:58, 14 July 2007 (UTC)
- Please see my comments here. As a general rule of thumb, I suggest not copying from one country to the other, but rather take a standard local bylaw set for a non-profit organisation and adapt it to Wikimedia needs. This prevents unconsistencies between different legal systems. You're better off looking at the following page: Step by step chapter creation guide notafish }<';> 15:40, 17 July 2007 (UTC)
- I personally find parts of the step by step guide, esp. the part about bylaws, confusing. It sounds to me like it is written with the kind of countries in mind where you have to create a corporation and then have it declared non-profit.
- I don't really think there is such a thing as a written standard local bylaw set for a non-profit organisation/membership org, except maybe regarding very very basic things; it is very much traditions of what is practical rather than legal necessity. I suspect Norwegian traditions when it comes to membership organisations are very similar to Swedish ones, which is why it is logical to look across the border to this very close neighbour. Actually, some of the things you comment on in their bylaws - such as specifying month of the year when the annual meeting/general assembly should be held - is very much local standard. I have never seen a membership organisation where this was not specified in the bylaws. Some other things, such as suspending membership if someone speaks ill of the organisation, are also very much standard but kind of misplaced here since "Wikipedia" was added along with "Wikimedia Foundation" confusing the role of the chapter.

- Well, I suppose most countries have a specific law that regulates the founding of non-profits or non-profit-like organisations, which usually differs from normal corporate law. Our advice to follow one country's law rather than copy/paste from one set of bylaws to the other comes from the fact that specific requirements in the frame of the law might vary from country to country. What we mean by this is you're probably better off copying Greepeace's Swedish bylaws, or SOS Children's Swedish bylaws and adapting them to Wikimedia than taking Wikimedia Taiwan's or Wikimedia France's bylaws and trygin to adapt them to your legal structure. Of course, in the case of Norway and Sweden, the difference might be less.
- As for such comments as that about the month of the year, it is more of a practical comment than a necessary comment. My experience in non-profit management across borders tells me that unless the month is a local legal requirement, you're better off leaving it out to start with ;-). If I have learned one thing while working in this field for the past two years, it is that the KISS principle is sometimes the best way to go.
- What I am trying to do altogether though, is make sure that people take the question of chapter the right way around. ie. Founding a chapter is not "opening yet another wiki" but it is something which has roots in real life, legal frames and local culture and which should adapt to all of those, while keeping in mind the overall goal, ie. supporting Wikimedia projects and free knowledge. Once again…
A group of users (friends) of Portuguese Wikipédia brings more illiberal policies regarding an non free Wikipedia without a preoccupation with a environmental and social education.
This group of users (always the same) and some administrators propose and vote systematically to erase some pages with a total absence of knowledge about the subject, some of the articles with a high importance to the community. They have a chain of contacts to promote their vote and their contacts (friends) vote without common sense, reasoning, good judgment, brains or sagacity; They vote against the person and not against the article.
Less obvious for know, but perhaps as consequential over the long term, is a less participation of some users who TRY CONTRIBUTE to this projects with articles.
Because of this behavior, I decide do not agree with their conduct and I write my point of view in there discussion pages.
I have been block for suspicion of being a sock puppet after a check user. I know I am not a sock puppet, so is impossible the check user be positive.
Several of times, I and other users asked for a check user to my account to dissipate any suspicion about the issue (because they accuse-me to be a sock puppet). But our request was always reject for these (group) users.
However, know, the “group of users” decided to make a “check user”. It is strange and uncommon, because 2 days ago they rejected my check user proposal.
In the past, they admit in their discussion pages, they make a me check user and the check user was inconclusive (this in half-words). Know the result is positive? Is impossible. I know that. I am not a “sock puppet”.
All I ask to Wikimedia foundation is that an administrator check the merits of the block and to verify the check user. Send me the results by email, because is impossible this result.
I think these groups (with administrators) are trying making a fraud to eliminate my participation.
Put yourself in my shoes and imagine the frustration.

Question about Wikimedia Sverige
editHello,
I saw on your agenda that you are coming to Sweden for our startup meeting in October. If possible, that would be wonderful.
In relation to that meeting I have a question: we're in the process of writing a statement to the press (for release a little nearer to the actual meeting) and we were wondering if we could get a quote from you about the new chapter, in the lines of "I know that many people in Sweden use Wikipedia because of its high quality and this is a good way of supporting that quality, as well as free content in general." Well, if you could phrase it any better, that would be preferable, but in case you're busy, I'd settle for that.

What do volunteers do when there are media misusing the foundation works? Do we write to them directly or through the foundation? Besides, no one will believe that we are representing the foundation requesting them to remove the content without any official letter from the foundation itself.
