Let Wiki methodology be applied to a wiki to be sponsored by the Wikimedia Foundation, perhaps WikiLegislator, such wiki designed to facilitate the development of new prospective legislation.
Those who have ideas for new statutes could initiate bills; and the community could work on developing the ideas to maturity through the wiki method. Once developed to maturity the bills could then be promoted by the community through the regular political discourse.
This could encourage participatory democracy. It could also open up bottlenecks that prevent the rise and initiation of great ideas in government.
