Wikimedia Community User Group Uganda/WMUGU Strategic Planning Process 2022
The Wikimedia Community User Group Uganda is undertaking a strategic planning process in response to the need to formulate a 5-year strategic plan that will guide action and progress, as an essential corporate governance necessity for organizational empowerment, risk management and delivery of agreed objectives and goals.
The strategic planning process will therefore apply a sequence of questions that help us examine experience, test assumptions and gather and use current information to help anticipate the future.
Processes
editIn light of the above, the User group has contracted a consultant who shall facilitate and guide the process for the User Group to:
- Assess the extent to which stated operational and budget objectives, planned outputs, expected outcomes and actions have been implemented and achieved over the last 5 years ;
- Assess the relevance of the stated operational and budget objectives, planned outputs, expected outcomes and actions in the context of the operating environments over the years ;
- Assess the relevance of formulating a 5 years strategy to redefine the stated operational and budget objectives, planned outputs, expected outcomes and actions in the context of the new realities ;
- Develop 5 years strategic plan.
Community involvement
editWhole-community engagement is essential not only in allowing your voices to be heard but also ensuring that the user group takes achievable paths toward the goals leadership has set .Involvement in this process is voluntary and through your participation, it will help us engage effectively with the community we serve in a way that can directly influence the design and delivery of our services without raising unrealistic expectations of what the service can offer.
Through a series of events and using a number of tools, we expect to engage a number of stakeholders including but not limited to local volunteers and partners, regional mission-aligned partners such as user groups in addition to representatives from WISCOM and the Wikimedia Foundation.

Strategy workshops are an important element of our strategy creation process since they allow the key people in the organisation and community to contribute to the strategy development. These people may, for example, include senior managers and decision makers, as well as people who have knowledge that is important to the process.
The primary purpose of the workshop is to obtain information that will be useful when developing a strategic plan for the user group. This information will help the user group to agree on on organisational goals and vision, as well as actions that need to be taken in order to move the user group from where it is to where we want it to be.
The workshop, which will be run by an independent, experienced facilitator, will make extensive use of a number of tools and techniques to generate, capture and manage information about the goals and aspirations, as well as ideas, issues and opinions that the community have for the future of the organisation.
Allowing people to gain an insight into the views of others (which they may not have considered before) helps to increase their understanding of the strategic issues and possible solutions. This leads to the creation of a shared vision that can be used as the catalyst for change within the organisation.
