Our plan follows an impact-oriented approach. For each strategy, we have set a long-term impact goal, which shows the major changes we want to achieve in the long term. For each impact goal, we use objectives to describe as concrete and verifiable as possible what we want to achieve next year.

Volunteers

Cooperation with the communities

Our impact goal on this strategy:

Volunteers have optimal working conditions in the communities for collaborating on Free Knowledge.

The Wikimedia communities should have the best possible working conditions for working together on Free Knowledge. With our programs, we support people in contributing to Free Knowledge as easily and as beneficially as possible. Together with the communities, we further develop these programs and consciously initiate developments that promote constructive, respectful and integrative collaboration.

Objectives 2021
What outcome do we want to achieve next:
Community members should be able to make their contributions to Free Knowledge in the best possible way.
What we want to achieve by 2021: How we can tell if we have been successful:
Volunteers can rely on financial and organizational support from Wikimedia Deutschland for their work on Free Knowledge. Grantees continue to evaluate our funding offerings (individual & project funding) very positively (9 out of 10 points for satisfaction and usefulness in the Funding Feedback Survey).
Interim result / important output:
  • Launch of a new funding database for the application and efficient processing of individual grants
  • Switch to digital reimbursement
  • Transfer existing scholarships to The Wikipedia Library and acquire two additional publishers by the end of the year.
Working with templates on Wikipedia becomes easier and more intuitive. The percentage of successful interactions with templates in the Visual Editor is increasing (data-based assessment; baselines to be defined).
Our revision of syntax highlighting (CodeMirror Extension) is rated by experienced contributors in a usage test as a clear improvement for their work on templates.
The work of the GLAM Wiki community benefits from the support of Wikimedia Deutschland. Participants evaluate the GLAM formats as helpful for their volunteer work.
Interim result / important output:
  • WMDE co-hosts at least 3 GLAM formats with the GLAM Wiki community.
  • The concept for the Wikipedia/Cultural Ambassadors is finalized and implemented.
What outcome do we want to achieve next:
Communities should be able to partner in shaping how WMDE supports them.
What we want to achieve by 2021: How we can tell if we have been successful:
Interested volunteers can partner in (new) online exchange formats to help shape our support services. Community members participate in our exchange formats and their feedback is incorporated into the design of the support servives.
In our exchange formats, volunteers and WMDE staff mostly rate the way they work together as positive.
Interim result / important output:
  • 25% increase in the number of users of the literary grants, which can be used during the pandemic.
Despite pandemic conditions, the organizing teams of the local community spaces are working in partnership with Wikimedia Deutschland to achieve the goals they have set themselves. The local volunteer organizational teams and Wikimedia Deutschland agree on how they want to work together in the future in a spirit of trust.
Each local organizational team sets their own goals (according to their grant application) that describe how the volunteers want to advance Free Knowledge. They are supported by WMDE to do this individually but within the framework of our funding guidelines and offerings. Organizational teams and WMDE staff regularly provide feedback to each other with the goal of further improving collaboration and reflecting on goal achievement together.
Interim result / important output:
  • Local organizational teams and Wikimedia Deutschland staff adhere to the guidelines in the jointly developed manual for Local Community Spaces and interested parties provide feedback to improve and refine this manual.
Participation needs, channels and formats are coordinated and developed with the GLAM Wiki community. At least 5 representatives of the GLAM wiki community work with WMDE to develop, for example, a description of the GLAM program's stakeholder roles, rules for access, and an understanding of the program's capabilities.
The results of the community participation process are published collaboratively on-wiki.
We implement a WikiCon together with the community, where the community exchanges experiences, finds and maintains contacts, and the motivation for their voluntary engagement is strengthened. Participants evaluate the event as helpful for their volunteer work.
Interim result / important output:
  • Volunteers involved in setting up and organizing the event evaluate the joint working mode as good.
The community can participate in shaping how to improve geospatial information support on Wikipedia. Interim result / important output:
  • Together with the technical wishes community we have worked out the most important problems with regard to representation of geoinformation.
  • Based on that, we made a decision on which of the problems to address.
What outcome do we want to achieve next:
Community members and Wikimedia Deutschland work together to promote constructive and appreciative conflict management.
What we want to achieve by 2021: How we can tell if we have been successful:
Interested parties from the German-speaking Wikipedia community, with the support of Wikimedia Deutschland, make suggestions for improving conflict management that can be well implemented in Wikipedia. Interested parties from the German-speaking Wikipedia community, moderated by Wikimedia Deutschland, analyze the Wikiquette, as well as its application and enforcement, and publish suggestions on improvements.

  • We know which formats work well to inform the community appropriately.

Attracting new volunteers

Our impact goal on this strategy:

More and different people find access to the Wikimedia communities and decide to contribute to these.

Our vision is a world in which all people have free access to the accumulated knowledge of mankind. Wikipedia, Wikidata and all Wikimedia projects are a big step in this direction - and they depend on strong communities. We therefore find new ways to successfully attract volunteers to these communities, especially Wikipedia's, and we actively support our community in welcoming and integrating volunteers. In this way, we ensure the dynamic development of the encyclopedia.

People are interested in participating in Wikimedia communities.
What we want to achieve by 2021: How we can tell if we have been successful:
We address people with potential for participation in Wikipedia through campaigns. As many of these people as possible show initial interest in participation opportunities in Wikipedia or Wikidata and want more information on how to get involved. At least 10,000 people show interest in participation opportunities through qualified interactions (clicks on paid channels, email registration on owned channels, event attendance, etc.) as a first step on the path to joining Wikimedia communities.
At least 1,000 of the interested people (also beyond campaigns) submit their contact data to us in order to be accompanied in the onboarding process on a sustained basis.
What outcome do we want to achieve next:
Different people feel welcome in Wikimedia communities and become active there.
What we want to achieve by 2021: How we can tell if we have been successful:
We have identified onboarding approaches that lead to an increase in the retention rate of those who join thanks to our activities. People from a group underrepresented in Wikimedia projects, whom we are targeting as part of a pilot project, become active (by editing).
In a first pre-test, a revised or newly developed onboarding help shows first indications of a positive effect on the retention rates of new users.
Interim result / important output:
  • The needs of different types of learners are identified and incorporated into the revision of existing onboarding offerings for Wikimedia projects or into the development of new ones.
  • We know which onboarding content needs to be revised or newly created and have started working on it.
The community collaborates with us on a regular basis to improve the onboarding of new volunteers. Experienced community members participate in the new devleopment and revision of onboarding offerings.
In exchanges on existing rules (such as reviews of pending changes), the community approves our contributions to mitigate identified structural barriers in the onboarding process.
We can motivate people who still have few edits to be more active. 10% of the people with few edits, whom we address with take-along suggestions and information, remain active and show a higher number of edits in the 3 months after the contact (expected to be about 600 out of 6,000 contacts).
What outcome do we want to achieve next:
It should become easier to use free content in a license-compliant manner.
What we want to achieve by 2021: How we can tell if we have been successful:
More people who publish their own content find it easier to use freely licensed media. At least 20 people publicly recommend the tool.
The tool receives a positive Net Promotor Score rating.
Interim result / important output:
  • At least 30 volunteers participate in the (further) development of a tool for license-compliant re-use of freely licensed media.
  • At least 1000 people use the tool for the first time in ordner to reuse freely licensed media in a license-compliant way.

Technology

Wikidata

Our impact goal on this strategy:

Through Wikidata all people can access and share general purpose data about the world, regardless of language and technology.

Wikidata is a free knowledge database that can be read and edited by humans and machines alike. From this data, a variety of applications can be created, regardless of language and technology. This will help the Wikimedia Movement promote innovation and enable machines to better understand the complexity of the world.

Objectives 2021
What outcome do we want to achieve next:
Wikidata should be a source of high quality data.
What we want to achieve by 2021: How we can tell if we have been successful:
The quality of the data in Wikidata further improves. The ORES Item quality score for general purpose* Items increases by 7% from January 2021 to December 2021 (Baseline: 6.69% increase from January 2019 to December 2019)

* Items that are not about scientific papers or astronomical objects

Interim result / important output:
  • By the end of 2021, we have investigated ways to measure quality aspects that are not covered by the ORES Item quality score.
Wikidata's coverage of language and culture increases. By the end of 2021, at least 2 more non-majority languages* have reached at least 15.000 Lexemes (currently reached by Hebrew, Latin, Basque, Swedish).

* all except Chinese, Spanish, English, Arabic, Portuguese, Russian, French and German

The number of possible translations from one language to another increases from end of Q1 2021 to end of Q4 2021 by 100% (Baseline: 747.897 Translations  on 29.3.21)*


*This indicator was adjusted in Q1 2021 because the original indicator did not capture an important type of translations for senses (links to Wikidata items), but only translations via translation statements.

Interim result / important output:
  • We have a better understanding of where the gaps and biases in Wikidata’s language and culture coverage are, identified potential ways to address them where possible, and make them known to the world (especially to the affected groups) so people can act upon them.
What outcome do we want to achieve next:
The technical environment of Wikidata should be reliable.
What we want to achieve by 2021: How we can tell if we have been successful:
The technical infrastructure of Wikidata serves as a reliable base for further growth and increased usage of Wikidata. Reliability metrics stay at least on the same level over the next year even if usage further increases (comparing estimated values for January 1st, 2021 with measured values for December 31st, 2021).
Interim result / important output:
  • We publish our mid-term reliability strategy for the technical infrastructure of Wikidata for 2021-2023.
  • We establish metrics quantifying essential aspects of reliability (as defined in the mid-term strategy) and set up a system for continuous monitoring.
What outcome do we want to achieve next:
People from all parts of the world should be empowered to contribute to Wikidata.
What we want to achieve by 2021: How we can tell if we have been successful:
At WikidataCon people from across the globe gain new contacts, knowledge, and experience with regards to Wikidata and thus feel empowered as Wikidata advocates in their region or culture. People from at least 50 different countries gain new knowledge and experience with regards to Wikidata.
People from at least 20 countries outside of Europe and North America have gained new contacts or strengthened existing ones.
People from at least 20 countries outside of Europe and North America feel empowered as Wikidata advocates in their region or culture.

Wikibase ecosystem

Our impact goal on this strategy:

The Linked Open Data web is thriving, supported by the Wikibase ecosystem.

Wikibase is the software behind Wikidata, the Wikimedia platform for structured, open data. More and more people and institutions are already using Wikibase - for this purpose, Wikidata and the various Wikibase installations (so-called instances) are to be linked, and mutual exchange of data as well as editing of data by humans and machines should be easily possible. This not only benefits Wikidata as a strong source of high-quality data, but also the contributors of the Wikimedia projects and the entire network of open, linked, structured data (Linked Open Data Web). The individual Wikimedia communities thus increase the reach of their work across language and project boundaries.

Objectives 2021
What outcome do we want to achieve next:
Wikidata should become a central node in the Wikibase ecosystem.
What we want to achieve by 2021: How we can tell if we have been successful:
Wikibase instances outside of Wikimedia use Wikidata to augment and enrich their own data. For the first time, at least 3 Wikibase instances outside Wikimedia are using Wikidata’s data in combination with their own data model.
What outcome do we want to achieve next:
More organizations should use Wikibase in their long term projects.
What we want to achieve by 2021: How we can tell if we have been successful:
Libraries and other institutions are increasingly using Wikibase in ways that are visible and beneficial to the ecosystem. At least 3 additional institutions have progressed into the phase of implementing an open Wikibase installation, with plans to maintain it long term (as defined in the Data Partnerships Model).
What outcome do we want to achieve next:
Third party projects should be able to maintain their own Wikibase instances efficiently.
What we want to achieve by 2021: How we can tell if we have been successful:
It becomes easier for non-Wikimedia projects to set up Wikibase for the first time. The number of successful Wikibase installations increases by 15% between June 30, 2021, and December 31, 2021. (Baseline to be established via automatic measurement pingback being built into Wikibase software).
Surveys of Wikibase installers show that the perceived ease of installation improves over time.
Administrators can maintain a Wikibase instance more efficiently (and with less risk for errors). Regular surveys of the Wikibase community show that project maintainers feel the experience of updating and maintaining a Wikibase instance has improved.

Innovation engine

Our impact goal on this strategy:

The Wikimedia movement for Free Knowledge should remain innovative.

The world keeps turning and the innovation cycles become faster and faster, especially regarding the development of products and services. This also applies to our vision of Free Knowledge, because our Wikimedia projects must remain attractive in comparison to non-free alternatives in the future. In order to keep up with the flow of new developments, the Wikimedia movement must remain innovative. We want to build on our existing working methods and put them on a new foundation. To this end, we enable people having ideas for Free Knowledge to further develop these ideas into functional products and services with our support.

Objectives 2021
What outcome do we want to achieve next:
People with innovative product ideas for free knowledge are able to develop them into useful prototypes.
What we want to achieve by 2021: How we can tell if we have been successful:
A diverse group of people develop innovative solutions to problems with relevance to the strategic direction of Wikimedia 2030. All (of up to 7) teams that will have gone through the UNLOCK program completely will evaluate the program as helpful in advancing their ideas.
The prototypes developed within the program contribute to positive change in line with the Wikimedia 2030 strategic direction.
Interim result / important output:
  • At least 100 applications were submitted to the call for ideas (Baseline 2020: 56)
  • At least 50% of the submissions come from non-German-speaking countries (baseline 2020 with only German-language applications: 3.5%
  • More teams will pass the UNLOCK program than in 2020 (2020 baseline: 5).
What outcome do we want to achieve next:
The prototypes developed in the UNLOCK program are to be further developed into sustainable products or services.
What we want to achieve by 2021: How we can tell if we have been successful:
Prototypes resulting from the UNLOCK program are further developed into scalable products or services. By the end of 2021, at least 3 prototypes from the 2020 program will have been further developed into sustainably usable products or services that contribute to positive change in line with the Wikimedia 2030 strategic direction (baseline 2020: 0).
Interim result / important output:
  • We have worked out a tested format by the end of Q3 that will allow us to guide teams as they move forward.
What outcome do we want to achieve next:
Other players in the international Wikimedia movement benefit from innovation sponsorship.
What we want to achieve by 2021: How we can tell if we have been successful:
Several stakeholders in the Wikimedia movement agree on a common approach to foster innovation in the Wikimedia movement. Interim result / important output:
  • We will have explored various options with at least 3 stakeholders by the end of Q1.
  • By the end of Q3, we have worked out a joint approach with at least one stakeholder to foster innovation in the international Wikimedia movement.
  • The partnership includes stakeholders in the international Wikimedia movement from outside Europe.

Conditions for Free Knowledge

Political frameworks

Our impact goal on this strategy:

Frameworks at all political levels change to foster Free Knowledge.

What can be achieved with Free Knowledge in Germany is strongly influenced by political frameworks. The Internet knows no boundaries: important legal frameworks are decided at international level and then implemented at national level. In order to influence all important decisions in favour of Free Knowledge, we must therefore participate in negotiations at all political levels - and we cannot do this alone. We are therefore building a worldwide, active network of civil society partners and organisations that will make our arguments for Free Knowledge heard in the political discourse.

Objectives 2021
What outcome do we want to achieve next:
There is an active network of civil society partner organizations that are coordinating their efforts worldwide.
What we want to achieve by 2021: How we can tell if we have been successful:
The exchange between civil society actors and EU institutions on copyright issues will continue on a steady basis. The EU Commission's Directorates-General "Communications Networks, Content and Technologies" (DG Connect) and "Trade" (DG Trade), which are often responsible for network policy regulations, regularly exchange views with the civil society Communia Roundtable.
Joint actions are coordinated between civil society actors and bodies of the EU Commission.
The Wikimedia Movement can officially submit its perspectives to the World Intellectual Property Organization (WIPO). At WIPO, the Wikimedia Foundation's (WMF) accreditation is achieved or promising alternatives are designed and prepared.
The issue of special copyright freedoms in crisis situations/areas is put on the agenda of international policy making. A statement on Covid and access to knowledge gets onto the agenda in one of the international forums for the first time.
What outcome do we want to achieve next:
Education policy establishs open education and open source as the standard in the education system.
What we want to achieve by 2021: How we can tell if we have been successful:
Policy makers adopt our arguments for opening up education in theit own strategies and positions. Policy makers (ministries, political parties, members of state and federal parliaments) involve WMDE or the Bündnis Freie Bildung in the development of positions and strategies in at least 5 cases.
What outcome do we want to achieve next:
Our arguments for Free Knowledge are heard nationwide.
What we want to achieve by 2021: How we can tell if we have been successful:
More societal actors are aware of knowledge equity as a concept and as a field of activity of WMDE. 10 People from the management level of societal and political institutions which are relevant to us participate in our knowledge equity formats.
We are establishing a sustained dialogue with the Bundestag on important digital policy decisions. A qualified format for members of the Bundestag is regularly attended by those responsible for digital policy in the parliamentary groups working with us (Members of Parliament and staff).

Institutional Practise

Our impact goal on this strategy:

The practice of institutions and societal stakeholders contributes to a free and diverse knowledge commons.

The people who contribute to Wikipedia and Co. rely on publicly accessible media, historical sources and much more in order to create content for Wikimedia projects. Which contents are available, usable and recognizable as Free Knowledge often depends on the practices of institutions and other societal stakeholders. In order to convince them to systematically contribute to Free Knowledge, attractive role models, knowledge and skills, and above all practical experience are needed. We support institutions and other societal stakeholders in this way and win them over as comrades for Free Knowledge.

Objectives 2021
What outcome do we want to achieve next:
Individuals and institutions are able to contribute to the knowledge commons.
What we want to achieve by 2021: How we can tell if we have been successful:
More cultural and memorial organizations and associations (= artists, culture preservers and mediators) are gaining hands-on experience with the knowledge commons. At least 5 cultural and memorial institutions become active in Wikidata/Wikimedia Commons for the first time with our support.
At least 50 cultural and memorial institutions are gaining initial experience in contributing to the knowledge commons.
Interim result / important output:
  • At least 5 cultural and memorial organizations use resources developed by Wikimedia to contribute to Wikidata/Wikimedia Commons.
  • At least 5 cultural and memorial organizations and other partners engage (as a consortium) as multipliers by supporting other organizations in gaining initial experience with the Knowledge Commons.
Cultural and memorial organizations work to purposefully establish practices for sharing the knowledge commons in their field of action. At least 2 cultural and memorial organizations run participatory formats to enhance marginalized knowledge in the knowledge commons.
Interim result / important output:
  • WMDE is participating in the development of at least 2 resources that will help cultural and memorial organizations contribute to the knowledge commons.
  • At least 5 members of cultural and memorial organizations participate in mapping of existing training/instructional resources around Wikidata/Wikimedia Commons and identify gaps.
What outcome do we want to achieve next:
The working practice of public institutions favors the creation and dissemination of free knowledge.

Note: Here we use somewhat smaller-scale success criteria than in other parts of the plan. We do not assume to achieve them all together in 2021, but target about 4-5 of the 6 success criteria as realistically achievable. The larger number of smaller changes allows us to better respond to favorable opportunities and dynamics in the environment which are crucial to the policy work.

What we want to achieve by 2021: How we can tell if we have been successful:
Centrally organized examination tasks will become even more accessible and the respective state authorities will release them as official works on their own initiative. At least 2 other state authorities release examination content.
Key federal information institutions use open content releases and thereby emphasize and advocate its use in practice. At least one of the German Federal Centers for Digital Education (BZdA) and Health Education (BZgA) uses free CC licenses by themselves.
The BZdA explains CC releases in terms of free knowledge as part of its information services.
Linked Open Data is used in the federal government. An additional body of the federal government evaluates Wikibase as a tool (such as the Normenkontrollrat, possibly with a connection to the Wikibase ecosystem).
The perspective of free knowledge is taken into account in data policy decisions made by the federal government. At least 2 impulses from WMDE will be included in the implementation of measures from the federal government's data strategy.

* Examples of possible impulses:

  • The announced toolbox for more data literacy for companies and organizations contains helps / instructions for free content.
  • A standards screening to be developed takes into account the perspective of ensuring standardization in all special laws and ordinances and including explicit references to Open Data, reuse, formats, sharing obligations, etc.
More and up-to-date parliamentary photos become usable for German Wikipedia. One or more photo policies of Bundestag and Landtag parliamentary groups provide for publication on Wikimedia Commons by default.
The usability of publicly released broadcast content, especially for education, is clarified, making subsequent use more likely. On the part of ARD, a clarification / usage note on the use of its content in schools will be published.
On the part of the public broadcaster (ÖRR) as well as federal institutions with informational relevance, a positive, consistent stance on Wikipedia and the common claim to trustworthiness of information is published.
What outcome do we want to achieve next:
Stakeholders in the science sector should foster a community of practice that represents the values of our vision.
What we want to achieve by 2021: How we can tell if we have been successful:
The community of practice that we connect in the field of open science works specifically to establish practices of open science in its field of action. In at least 20 cases, activities are initiated from this community to communicate and disseminate open science practices in scientific institutions, networks, and communities.
In at least 3 cases, teaching and learning formats will be developed from this community to teach principles such as knowledge equity in science.
We have found at least one partner from the Global South for the Fellow Program who is committed to promoting knowledge equity through means of open science, within this community and together with us.
What outcome do we want to achieve next:
More educational stakeholders are actively shaping open digital education.
What we want to achieve by 2021: How we can tell if we have been successful:
Teachers and other educational stakeholders are committed to open educational ressources. At least 100 educational stakeholders (e.g., teachers) collaboratively develop ideas for embedding free educational materials in the working practices of schools.
A self-organizing community of education, open education and open source stakeholders continues to develop the WirLernenOnline education platform.
Interim result / important output:
  • The WirLernenOnline education platform is establishing at least two community participation formats.
