Section 4: Wikimedia Foundation Proposals
This section outlines proposals from the Wikimedia Foundation that address prior concerns raised and identify potential solutions.
Proposal 1: Proceed with 3 experiments in 2025.
- In August 2024, the Foundation introduced a proposal to co-create three experiments related to the most urgent issues raised in the roles of a proposed Global Council and related governance discussions.
- Progress is already underway with three pilots: (1) a global committee for resource and grants distribution, (2) a product and technology advisory committee and (3) a strategy for the future of movement organizations, like affiliates.
- Discussions around the three pilots will also include articulation of movement values in relation to the work (e.g. the movement values that affiliates and other movement bodies use to define and clarify their own roles and responsibilities). Feedback will be incorporated into these pilots throughout the year with a report out in early 2026.
Proposal 2: Consider any governance reform for the Board to prepare for a potential Global Council or other future changes to movement governance.
The Board may consider additional governance reforms to further clarify the role of the Board in relation to other governing bodies (e.g. a potential future Global Council), and approaches to ensure greater equity and representation across movement governance structures.
Proposal 3: Following outcomes/learnings from 3 experiments, return to the next phase of a movement charter after January 2026.
After learning from the three experiments around resource distribution, an advisory body for P&T, and a strategy for movement organisations, the Foundation will report out on progress and use these learnings to move forward.
