"Achieving programmatic impact"

The daily shooting continues: once again, the WMF attacks affiliates (specifically, grantees) in an official document, accusing that «resources may not be effectively achieving programmatic impact [...] strong, demonstrated impact on our mission». I find it particularly weird in the context of an annual plan, which should be a way to reflect and plan rather than to assume you're doing well while all the others are wrong. --Nemo 06:24, 11 April 2014 (UTC)

That quote is taken from the (mandatory) response to the FDC's question "3. What are the risks or threats that could prevent your organization from achieving your proposed annual plan ...?", in the "Upcoming year's annual plan: strengths, opportunities and threats" section. If you find this "particularly weird", you should perhaps ask the FDC to drop this question or section, rather than blame the Foundation for answering it.

Grantmaking work forms part of the four key programs listed in this draft annual plan, and the full first sentence that you are quoting from reads: "The bulk of Grantmaking resources may not be effectively achieving programmatic impact or supporting our online communities as most needed." That's not "accusing" any particular organization, merely acknowledging the danger that the work of this WMF department may not fully achieve its goal of funding activities that achieve such impact.

It's super interesting that the mere mention of the possibility that there could be grantee organizations that do not spend the grant money well upsets you so much that you compare it to an attack by lethal firearms.
