What is the purpose of the campaign? How will you measure the success of the campaign?
editDescription - Increasing readers' awareness (especially in target countries) on the opportunity to use apps so as to store Wikipedia, and maybe other projects, entirely offline in order to get access even without Internet connection. I have read about Kiwix, but I am sure there are different ways to get the same result. In any case, IMHO this is not a matter of "how", rather a matter of "what" and now promptness is key.
There is a recent news from Russia, indeed, according to which the local authorities are intending to disconnect the country from the global Internet in a few days (supposedly, March 11). Limited to Wiki*edia, the effect will be impeding millions of citizen to have access to any page of our projects, including the ones not at all related to the current war events: maths, literature, first aid, psychology, hygiene. We can only imagine the negative impact this could have, not only in terms of knowledge and quality of life, but primarily in terms of life in itself.
Metrics - number of download of the proposed app(s), number of dumps. As an upper bound, traffic reduction from the target countries on WMF projects when the restriction will have effect.

Is this project grant funded? Please provide a link
editType of grant - No grants. The consistency with the WMF vision is however clear, as our commitment is to sharing knowledge, merely by let everyone have access to it. I firmly believe that an effective campaing could partially relieve the discomfort and pains of Russian people hindered to benefit from knowledge in Wikimedia projects as long as this authoritarian initiative will have effect. To be honest, I despair it will be matter of few weeks.

edit@Nicolabel: Hello, I'm very happy to speedily approve this, if ruwiki is reasonably aware of this happening (and fond of it). I just want to point out up until now, there was an emergency banner of a similar kind displayed (see [1] for how it looked like).
