Get Twitter ID

Problem:

Flagged Suggestion In Wikidata
There is constraint/suggestion against "Twitter username" asking for the "Twitter user numeric ID" and "start time", but if it's not easy, people don't often do it
Proposed solution: Have a bot that crawls for missing "Twitter user numeric ID" and "start time" then using data from the Twitter API fills them in
Who would benefit: With Twitter currently such a ubiquitous identifier of people and things, using fixed numeric id (rather than the changable text name) improves quality

Support Biographies are the biggest category of article in every language Wikipedia, and Twitter is the off-wiki social media platform which the wiki community finds most tolerable and useful for connecting Wikipedia to other public identity records. There are so many sketchy "look up twitter ID" tools and websites. Considering the scale that Wikidata and the Wikipedia platform use these ID records, we could use our own copy of this tool or just automatic lookup.
