Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change.   • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.

This section aims to give a rapid overview of the quarter. Please write one or two paragraphs in response to the questions asked below.

CHANGES:

  • The major change this quarter has come from our sources of finance. We had planned a fund-raising campaign target of 200,000 € for the second quarter. As a result of introducing a quality approach to fund-raising with more sophisticated donor segmentation, we achieved nearly 300,000 €, a 50% increase.

KEY EVENTS: What are the key events (1 or 2) of the last quarter?

  • The WikiCheese crowdfunding operation is a success in terms of the funds raised, but more particularly in terms of communication. The idea has also inspired a certain number of people in the movement to launch cheese photo sessions.

Crowdfunding is a good way of reaching the general public and attracting interest from new audiences.

  • The Wikimedia Foundation visit gave us an opportunity to take a global view of our various activities and operating methods.

This quarter we have focused mainly on French-language Wikipedia and Wikimedia Commons.

Financial summary

The FDC needs information about the way in which the chapter received and spent money over the last year. The FDC distributes general funds so that your chapter is not bound to use the funds exactly as stated in the proposal. While expenditure will not be examined by heading, the FDC and the movement want to understand why the chapter used the money in the way that it did. If variance between budget and actual is greater than 20%, please supply a detailed explanation. This helps the FDC understand the reasons behind major changes. Actions carried out

Higher and secondary education
  • Awareness day in a school in partnership with HADOPI.

HADOPI is a French independent public authority whose role is to distribute works, protect rights on the Internet and fight against piracy. We were contacted by HADOPI in September 2014 and asked to take part in an awareness day for secondary school pupils to present the Wikimedia projects and Wikipedia. Part of the day was given over to a practical exercise aimed at meeting several educational objectives including collaborative work, publication under Creative Commons licence, using Wikimedia Commons, etc. Following this event, we noted that HADOPI’s and Wikimedia France’s messages were complementary. Pupils who gain access to digital resources are in a position to create. It is therefore in the general interest to make them aware of copyright and the means used to share content freely. HADOPI started out with a particularly virulent anti-downloading message; the values it puts across now are different and pupils are made aware of the use of free resources rather than the repressive measures used to fight illegal downloading.

  • Education working party meeting and definition of development strategies

The education working party met on Saturday 5 December and 7 people took part. It appears that the priority is to design an education pack. The education working party had already voted to produce an education pack in 2012 but this had come to nothing. The education pack is different from the one designed in 2012. The group has decided to begin with a revision of the Wikipedia educational projects portal by adding to different pages (resource documents, examples, videos of interviews with teachers, etc.). This choice is linked to the technical difficulties that would have to be overcome if an external tool were to be produced. Discussions have been supported by email exchanges with Ana Koval from the Wikimedia Foundation, in charge of educational issues. This online education pack will contain interviews with “pro-Wikipedia” teachers, useful resources (brochures, links), case studies, a “starting out on Wikipedia" page, etc.

  • Training days at the University Library, Université Pierre et Marie Curie

Two sessions took place to present Wikipedia to twenty students working towards the Master’s degree in the Teaching, Education and Training Professions. A Wikimedia France member (Litlok), a lecturer/researcher at the Université Pierre et Marie Curie (a Paris university) led the training sessions, which took place over two 2-hour half-days. The educational aims of the training sessions were to break down any prejudices among these future teachers, teach them to gauge the reliability of an article and use Wikipedia as a starting point for documentary research in class. The primary aim of the sessions was to raise awareness of and demystify the Wikimedia projects. Few accounts were set up and we expected only a small number of contributions to the main space.

  • Wikiconcours Lycéen exploratory meeting

As part of the Wikiconcours Lycéen, in partnership with CLEMI, we had a meeting with our partners at the end of November to set the foundations for the partnership and finalize the rules for participation and a partnership agreement. The meeting was attended by the Director of Wikimedia France and the Director of CLEMI, along with employees from both organizations, and led to the organization of Wikipedia contribution training sessions for CLEMI instructors.

  • Awareness sessions for Master 2 students at the University of Nantes.

The local group contact organized a training session for Master 2 students on the theme: “How does Wikipedia work?”. The 2-hour session was attended by twenty students. The teaching staff would like to continue discussing the use of Wikipedia with their students and are considering repeating the experience.

Research
  • A scientific survey by a research team into the French-language Wikipedia readership

Following a survey carried out by researchers from the Université de Télécom Bretagne in 2012 (Marsouin survey) which aimed to gain a better understanding of Wikipedia contributors, a new survey is in progress, this time aimed at the Wikipedia readership. Having defined the objectives of the new survey, defined each party’s obligations and set up a provisional timeframe, we posted a message on the Bistrot (a discussion space for Wikipedia contributors) asking Wikipedia contributors to define the major issues and themes to be used to orientate the questionnaire. We had a large number of responses (over fifty) and a full document containing a number of entries was handed over to the researchers. Researchers and Wikimedia France volunteers carried out interviews with readers over the November / December period. Other French-language chapters (Canada, Switzerland) were also asked to carry out these interviews. As the survey is in its early stages, the results will probably be published during Q4.

A workshop was run with the staff of the Toulouse Municipal Archives. They were trained to illustrate Wikipedia articles by a volunteer. The partner had done a lot of preparatory work prior to the workshop: institutional communication relayed by the city council, special Saturday opening, special installation of 10 terminals + overhead projector and creation of temporary accounts, guided tours of the reserves... the workshop went well and was attended by people from different backgrounds: archivists, librarians, etc. The workshop leader used a 4-stage methodology: photo insertion demonstration, exercice where you “simply” had to copy/paste the image from Commons to Wikipedia; second exercise where you had to search for or insert an image (from a selection of images chosen for their relevance) and write the caption yourself; autonomous use of the Commons category An aide-memoire had been organized to support this. A massive upload of images from the Toulouse Municipal Archives Berthelé collection took place, using the Glam Wiki Toolset. The 2000 uploaded photographs were taken by Raoul Berthelé and portray scenes from the First World War.

  • Photo session at the Cité de la Céramique, Sèvres

In the last three months, a new photo session took place on 2 October. The photos taken by two members of Wikimedia France have not yet been processed and have not yet been uploaded on to Wikimedia Commons. This is mainly due to the fact that the partner wants to approve the photos before they are put online.

  • Upload of photographs from the Musée de l'Horlogerie, Saint-Nicolas-d'Aliermont, via FlickR

In October, the Musée de l'Horlogerie, Saint-Nicolas-d’Aliermont (Seine-Maritime), put twenty photos from its collections online on free licence on FlickR. As a result of careful monitoring by Wikimedians, the photos were transferred to Wikimedia Commons via the FlickR-to-Commons tool developed in the Wikimedia Tool Labs and thanks to the initial import by the former director of the museum who had made contact with the photographers, who gave their written authorization for them to be put online on CC-BY on various sites, including Wikimedia Commons.

  • Workshops on Anne of Brittany

In October, two workshops were held at the Champs Libres Library on the theme of Anne of Brittany; at one of them, 19 illustrations of the Commemoration of the death of Anne of Brittany were imported (manuscript work digitized by the Bibliothèque and now available on Wikimedia Commons).

  • Church project with the Musée de Bretagne

In December, a workshop on local churches was held, prepared in advance by the Musée de Bretagne, which uploaded the images on to Wikimedia Commons.

  • GLAM working group meeting

Following the prize award ceremony for the 2014 Wiki Loves Monuments competition, the GLAM working party took advantage of the presence of ten of its members in Paris to meet on the Wikimedia France premises and discuss the various actions in progress (including archive and university partnerships) and the background work to be done (revision of the documentation to be sent to partners, inventory of GLAM tools that may need developments, etc.)

Participants

In early December, the Musée des Arts et Metiers, a partner to the 2014 Wiki Loves Monuments photography competition and the host for the prize award ceremony, and Wikimedia France organized a half-day session for its different audiences to raise awareness of the work of Wikimedia France and the free dissemination of knowledge. Wikimedia France’s current partners, representing the Musée National du Moyen-Âge and Sèvres-Cité de la Céramique, travelled to the event to share with their peers the actions they have carried out with the association. Other institutions also attended, including the Musée du Quai Branly, ICOM (International Council of Museums), and CLIC France (Club Innovation et Culture) with a view to discussing future collaboration. The session was led and prepared by volunteers and an employee from the association, working with the Museum’s Public and Communication department, to answer the questions put by representatives of the Museum’s different professions and encourage them to move towards a lasting global partnership. A questionnaire was handed out to those present – to assess the relevance of the session content, their level of knowledge and understanding of the work of the association, the most useful talks, etc. Over half responded.

  • In Bordeaux, an Edit-a-thon in collaboration with 10 cultural institutions

The local Bordeaux group organized a Wiki-day on 18 October which extended over the whole day. This was the closing event for the 4th “Digital Week” organized by the city council on the theme of innovation and digital technology. At 9:30 am, nearly 50 people met at the Musée d’Aquitaine to attend a training session run by association members and explore the themes chosen by the participating organizations:

    • Musée des Beaux-Arts, Bordeaux. Proposed themes: Bacchante and goat (Félix Soulès), Saint Sebastian (Louis-Alexandre Bottée)
    • Musée des Arts Décoratifs, Bordeaux. Proposed themes: history of the Hôtel de Lalande. Collection: Cruse-Guestier room, Raymond Jeanvrot collection, the Museum’s woodwork, Bordeaux porcelain (Terres de Bordes factory)
    • CAPC (contemporary art museum), Bordeaux. Proposed themes: History of the Entrepôt Lainé and the CAPC
    • Conservatoire de Bordeaux (CRR). Proposed themes: European saxophone centre, History of the Conservatoire and its training courses
    • Muséum d'Histoire Naturelle de Bordeaux. Proposed themes: Plans to renovate the museum. Miss Fanny (Asian elephant)
    • Bordeaux Municipal Archives. Proposed themes: Bordeaux Municipal Archives, Livre des Bouillons to complete, images on Commons
    • Centre Jean-Moulin, Bordeaux. Proposed themes: Centre National Jean-Moulin, Bordeaux, Jean Moulin: the duty of the Republic, The Liberation of Bordeaux
    • Cap Sciences. Proposed themes: editing and enrichment (building, addition of logo, exhibition timeframe, branches, etc.)
    • Musée National des Douanes. Proposed themes: Cabane des douaniers, afternoon effect (by Claude Monet), ambush bed, egg of Aepyornis maximus, employee ledger

After a buffet lunch, members of the public who had registered in advance joined the various institutions and the fifteen Wikimedians present. The afternoon programme included: setting up accounts on Wikipedia, taking photos to illustrate articles and, of course, improving articles linked to the chosen themes. A total of nearly 30 articles were created or improved. The preparatory work done by the city council’s cultural department and IT teams meant that everyone had a good day that met expectations: establishments, Wikipedians and new contributors. The logistics was well organized: reception, Wi-Fi access, transport tickets to take people to the institutions and catering.

  • In Brest, a themed approach to Victor Segalen

The local Brest group proposed actions on the theme of Victor Segalen. As his work has just fallen into the public domain, it was an opportunity to enrich the content linked to the author on the Wikimedia projects. Nearly four “Wikipermanences” at the Brest digital canteen, an Edit-a-thon and a Wikisource workshop were required to improve the articles linked to Victor Segalen. Nearly 60 photos were imported on to Wikimedia Commons and texts were disseminated on Wikisource.

  • International Geography Festival in Lorraine

Association members took part in the International Geography Festival (an annual event) on the themes of “Living on Earth” and “The British Isles, territories in the spotlight”. The event attracted members from Alsace, Lorraine and Brittany. With the agreement of the Festival’s scientific directors (Philippe Pelletier and Béatrice Collignon), contributors enriched biographies of the geographers present (texts + portraits) and welcomed the general public, offering discovery and introductory sessions and promoting Wikimedia projects.

  • Muséum d'Histoire Naturelle, Lille

Meetings with the Muséum d'Histoire Naturelle, Lille, mobilized teams with a view to a GLAM project in 2015. The aim will be to eventually highlight the 350,000 items grouped into 4 major heritage collections: the naturalist collections (110,000 animals, stuffed or in jars, or living in aquariums or terrariums), the earth science collections with a wide range of geological samples and fossils from the coal mining area, the little-known extra-European ethnographic collection and the regional industrial and technical history collection.

  • Awareness sessions at the Musée des Civilisations de l'Europe et de la Mediterranée, Marseille (MUCEM)

A second meeting was planned at MUCEM to present our service offer to the various museum departments. A number of issues were discussed: benchmarking of past actions, focus on free licences and copyright and an overall presentation of the Wikimedia movement. 7 people attended the meeting. The Museum staff agreed to meet us again in 2015, having first had time to study the technical feasibility. The direction to be taken is likely to concern the arts and urban sport.

Local authorities
  • Signature of the partnership agreement with Bordeaux City Council.

A partnership agreement was signed between Wikimedia France, represented by Nathalie Martin, and Bordeaux City Council, represented by Alain Juppe, the city’s mayor.

  • Start of the experimentation phase with the Loire-Atlantique department.

The experimentation phase has begun with the department following the signature of a partnership agreement last summer.

  • Awareness session with the Nord Pas de Calais Regional Council.

An association member, a contact from the local Lille group, organized an awareness session for a group of Regional Council staff.

Social and Solidarity Economy (SSE)

The first “Connexions Solidaires” forum was held on 27 November, organized by Emmaüs Connect, one of the participants at the debate chaired by Wikimedia France at the “Convergences” forum in September. For this first event, the theme of the “Connexions Solidaires” forum was "Successful inclusion in the digital society", which enabled us to re-establish contact with Emmaüs Connect to discuss possible opportunities for action, and also with “Bibliothèques sans Frontières” to talk about their offline use of Wikipedia.

Sport

In October, a volunteer covered the training sessions for the final phase of the Women’s Rugby World Cup, the World Freestyle Roller-blading Championships and the second European Haidong Gumdo event. Up to now, there has been little documentation about the latter two sports on Wikipedia or Wikimedia Commons. He also covered a handball match (Issy – Fleury) and a women’s football match (PSG – Twente, UEFA Women's Champions League).

Also in October, another volunteer covered a number of cycling events: the Eurometropole Tour and the Nationale Sluitingprijs in Putte (Netherlands)

In November, the Paris International Taekwondo Tournament was covered, along with the women’s football match (PSG-Lyon, UEFA Women's Champions League) and the Women’s World Foil Cup in Saint-Maur.

Finally, two volunteers covered the start of the Route du Rhum in Saint-Malo.

An association member used a microgrant application to invest in more sophisticated photo equipment. He then attended events organized close to his home (inauguration of an outdoor skating rink in the presence of a well-known figure skater, photographing participants in a badminton tournament). All the photos taken by the contributor are available on Wikimedia Commons.

Gastronomy

As part of an event organized by CNAM Nantes (2DaysUp, "Forum for the exchange of practices and expertise in STIC (Scientific, Technical and Industrial Culture))", the local Nantes group was asked to organize one of the practical workshops on the theme of the human diet. The aim was to show participants how to use, add to and source articles on Wikipedia.

What worked?

Partnerships (general comment)

After the start of the year in September, we had a number of meetings to evaluate certain actions. The second quarter (October-November-December) seems conducive to these discussions as many partners operate on an academic year calendar. They are therefore available at this time to discuss the following academic year and reactivate the actions carried out in the previous academic year. We therefore evaluated the following actions:

  • Wikiconcours lycéen: a real need to take a fresh look at how the competition is organized, to meet with the partners, to understand how they operate and what are their expectations and concerns for this year’s event. We also need to be sure of Wikimedia France’s position and commitment towards the competition and the project has moved forward nicely and taken on a structure.
  • Avignon Festival: we have been considering opportunities for sustaining our action. There is a shared determination to repeat the experience, varying the themes and timings, without focusing solely on the Festival period. The Festival would like to try and find communities that they can train to transfer Wikimedian expertise, and a WMFr trip to Avignon is to be planned for a briefing meeting. Another area for decompartmentalization is photography, and we may consider requests for photo accreditations for next year, which may be unconnected with the contribution days. Opportunities for action abroad have also been considered.
  • Women of Science: the next Edit-a-thon (scheduled for 7 March 2015) has been anticipated and all the partners are fully involved in the organization. Build-up ideas have been discussed.
Higher and secondary education
  • The awareness day with HADOPI was very fruitful as it highlighted the complementary nature of the two parties.
  • The education working party meeting discussed the creation of an education pack in 2015. A timescale and distribution of tasks between association staff will be defined so that the design of the pack will be divided into several actions. Each action will therefore be of interest in its own right, separately from the education pack, in case it takes longer than expected to produce the pack.
Research

The survey carried out by the research team created a strong desire among association volunteers and the Wikipedia contributor community to emulate it (an average of 50 people contributed simultaneously to the shared working document).

GLAM
  • Healthy, maintained relations

During this quarter, former partners with whom actions had already been carried out in the past have re-established contact with a view to planning actions during 2015. These include the Musée du Quai Branly, the Musée de Cluny and the Château de Versailles. This quarter, these former partners have taken part in other actions run by Wikimedia France with other GLAM (including the Musée des Arts et Metiers-CNAM). There is a tangible need and desire for the GLAM to talk with their peers. The fact of calling on partners and their enthusiasm in talking about their experience with Wikimedia France volunteers testifies to the good health of the relations between Wikimedia France and these cultural institutions. Similarly, the GLAM actions carried out in the regions (Toulouse, Rennes) are run independently by Wikimedia France members, which testifies to very good relations across the regions.

Local authorities
  • Partnerships with leading authorities

Local authorities are looking to be involved in the long term over the digital release and sharing of their cultural data. In addition, the constant interaction between the authorities, local cultural institutions, Wikimedia France members and association employees is evidence that practices have become increasingly effective.

Sport

More and more volunteers are contacting us to obtain accreditations for sporting events or to find out how to obtain them themselves, either on the discussion list dedicated to photography or during the working party meetings.

What did not work?

Higher and secondary education
  • The contribution training workshops for young researchers at the University of Lille planned in December were cancelled. This follows a resumption of the partnership between Wikimedia France and our partner. A volunteer who has led these workshops up to now decided not to carry on. We therefore had to cancel the December sessions.
  • The working party to which we had been invited with the DGESCO on the theme of the use of Wikipedia in secondary school classes (science and technology in administration management) has been postponed to mid-2015 due to the reticence of several decision-makers concerning the use of Wikipedia.
  • Wikiconcours lycéen: the 2014-2015 event began with Wikimedia France not being really involved and was organized on an unclear, rather confusing basis. We quickly overcame these problems after several meetings and a thorough overhaul of the partnership operation. However, we need to pay close attention to properly formalizing each stage and ensuring that the planned objectives (particularly the educational objectives at training sessions for the project coordinators) match expectations and, secondly, are achieved.
GLAM

We are not necessarily managing to prioritize the partnerships to be run based on clear criteria (these criteria have been mentioned; they need to be defined more precisely, there’s a real, basic job to do). Secondly, we also need to continue supporting the actions that may arise out of opportunities, by keeping a close eye on the human resources available (volunteers and employees), in order to remain dynamic, reinvent ourselves and ensure that we do not have too many actions going on at the same time. With the increasing number of actions among the local groups, partnerships are multiplying as well, which is an excellent sign but also a point to watch.

Local authorities

There are still too few groups that want to join forces with their town and city councils. Such an approach can be a cause of stress for volunteers, given the contractual nature of relations. We always have to take time to reassure them and support them in carrying out more ambitious actions.

Social and Solidarity Economy (SSE)

There are still too few association volunteers involved in this field of action, mainly because these themes have not historically formed part of the association’s activities. Social integration through digital technology, autonomy through accompaniment and digital literacy are emerging themes in society debates and projects such as Afripedia may be good levers for involving volunteers in these subjects. We are therefore continuing to explore and make contacts.

Sport

A volunteer has requested an accreditation for a French 1st Division football match several weeks in advance and was turned down five hours before the event. He was also accredited for the France Poker Series, which was cancelled.

What lessons should we draw for the forthcoming quarters?

  • Insist on the movement’s international dimension

On several occasions, partners of all types have been interested to note that the Wikimedia movement has an international scope and have considered deploying certain pilot projects on a larger scale. Wikimedia France would like to capitalize on this interest in order to combine the efforts of the different entities in the movement and give greater visibility to its actions.

Higher and secondary education

The inspectors responsible for drawing up directives in agreement with the Ministry of Education are still just as reticent about using Wikimedia projects in class. The approval, which gives the association legitimacy in its educational actions, should remove this reticence in the long term, but it will take more time than for the people involved directly with the classes (teachers, instructors, etc.).

GLAM
  • Encourage even more involvement from volunteers in advance of partnerships
    A meeting with new partners or the resumption of an existing partnership involves contact between the institution and the contact employee. Prior to these meetings, it is helpful to talk to the volunteer community to: gather opinions, wishes and points to watch; quickly gain a more precise idea of which way to take the partnership; create opportunities for Wikimedians to join in with the initial discussions; identify potential volunteer contacts for future actions. This partnership priming phase is essential for involving everyone (volunteers, employees, partners) and getting off to a good start.
    • Look into the question of prioritizing partnerships for the next FDC request, in order to respond to the issues mentioned above in the GLAM paragraph.

  • Drafting a partnership policy
    A partnership policy for Wikimedia France is currently being drafted. It meets a dual requirement:
    • Clarify the association’s position vis-à-vis the partners (in the past, the association has sometimes acted as a service provider rather than a co-creator)
    • Formalize what the association expects of a partnership, its implementation and follow-up

It must serve as a global framework for the association’s partnership policy and clearly state the aims, expectations and challenges of the partnerships that are set up. It should be sent out to future partners and to the association’s employees and members. It may be supplemented by an educational document about drafting an agreement, for example. The finalized partnership policy may be ready to share in the next quarter. It is currently being edited and amended by the Executive Board.

  • Alsace

The André Malraux media library continues to host regular L@pplipedia workshops, led by local group members and the digital facilitation project leader.

  • Aquitaine

In the last few months, the local group has been helping to organize the Wikiday. The association has also decided, following a request from the local group, to finance a group subscription to a Cowrking space/third place in Bordeaux. The space will act as a meeting point for local members. It will also be regularly used to offer training sessions and contribution actions to the public. The entire communication pack will be stored there.

  • Auvergne

An association member living in the Auvergne organized a Wikipedia discovery workshop. The region has recently become active; one of the aims will therefore be to make up a local group. Alongside this, the contact member is meeting local stakeholders (mostly free software supporters) to encourage them to set up a group. A discussion list dedicated to regional discussions has also been set up. This will help to keep discussions going between the various meetings.

  • Burgundy

An association member is looking to develop actions in his area. The last three months’ work has consisted of identifying contributors in the region and making them aware of the advantages of a real-life meeting. An action plan has also been drawn up. A few examples of actions planned: organizing training sessions at the Université de Bourgogne and offering a photo outing around Vezelay.

  • Brittany
    • Brest

Four Wikipermanences took place for contribution month,. The whole month was dedicated to an author whose work has recently fallen into the public domain.

    • Rennes

The local Rennes group has published a diary of all the actions to come in 2014/2015. It has been distributed in all the city’s main thoroughfares. With workshops for illustrating articles on the theme of prehistory, Commons workshops for illustrating articles and a general presentation of Wikisource, the Rennes group has managed to attract beginners and give them a clearer understanding of Wikimedia projects. Nathalie Martin has also visited the local Rennes group. Her two-day visit was taken up with evaluating the past year.

  • Franche-Comté

The first actions in tandem with the association took place in the Franche-Comté region. See the sport section.

  • Île de France

On the first Saturday of the month, the local group takes part in “Free Software Saturday” at the “Carrefour Numerique” in the “Cité des sciences et de l'Industrie” at Porte de la Villette (Paris 19). Wikimedia now has its own premises, the Living Lab, ideally situated at the entrance to the park. It can comfortably accommodate 10 to 20 people to accompany beginners through their first contributions or teach them the rudiments of Wikimedia projects.

  • Nord-Pas-de-Calais

A local group member organized an awareness action with the RECOLTE network concerning “collaborative practices in Nord Pas de Calais”. Founded in January 2011 on the initiative of “Espaces Naturels Régionaux”, this digital centre is open to professionals and is used for communicating in a different way and finding answers to problems that they come across in their work relating to sustainable development issues. The local group members continue to meet in the “Coroutine” on the first Tuesday in the month and welcome members of the public there.

  • Pays de la Loire

Following the signature of a partnership agreement with the Loire Atlantique department last summer, the local group has begun the one-year experimentation phase. Wikipermanences have also been organized in collaboration with the OpenStreetMap community.

  • Rhône-Alpes
    • Grenoble

The Grenoble Casemate has continued to host the local Grenoble group for its regular Wikipermanences. The Casemate is a scientific culture centre (CCSTI) founded in 1979 on the initiative of representatives of the local universities and research centres and local authorities. Its main role is to disseminate and promote scientific culture among people of all ages. The local group has also drawn up a diary of the meetings due to take place over the first few months of 2015.

  • Burgundy / Centre / Champagne-Ardenne / Languedoc-Roussillon / Normandy / Picardy

Association contributors and/or members in regions without a local group were recently sent emails. The aim was to identify people who supported the idea of a regional meeting. The Burgundy, Centre, Champagne-Ardenne, Languedoc-Roussillon, Normandy and Picardy regions responded in favour of the idea. Everyone was asked to introduce themselves briefly and say where they lived. We will use this information to fix a meeting place to suit everyone and to put together a number of joint contribution actions.

Encouraging links between regions

A discussion list has been created containing the local group contacts. It is focused on regional development and enables all the local groups to present their actions to the others.

This quarter, the Micro-Grant Committee allocated 839 € to 6 different projects. This included three book purchases to enrich articles linked to History. The Micro-Grant Committee also agreed to the hire of a camera to take photos of the Pope’s visit to the European Parliament and the organization of a Wikipedia workshop as part of the French-language contribution month in October 2014 in Pondicherry, India.

  • WikiCheese

This quarter also so the launch of the first Wikimedia France crowdfunding project: WikiCheese. The project aims to use participative financing to finance a project to illustrate articles on Wikipedia linked to cheese, which will begin in Q3 and run by a member of the local Île de France group (cf Crowdfunding, Focus 6)

  • The existing local groups are continuing to build up a structure. They are also organizing awareness sessions with public and cultural organizations and the general public, along with more advanced training sessions for specific groups. The theme-based approach for approaching new people is very interesting in that it focuses on their wishes and enthusiasms to attract them towards contribution.
  • The emerging local groups have been quick to understand the importance of meeting regularly and discussing joint projects in order to keep up the relationship.
  • Many members have shown a strong interest in meeting other members in their locality.
Financing local projects

80% of requests for micro-grants were approved.

Encouraging links between regions

Certain actions led by local groups have attracted members of other local groups. This was particularly the case with Wikiday in Bordeaux, where five members came from other regions.

What did not work?

Developing an organization by region

Many local groups are still hesitant about entering into partnerships with local institutions (GLAM or local authorities). The accompaniment that the association is offering could eventually give them confidence and lose their fear of committing themselves.

Financing local projects

We still have not achieved a 100% approval of micro-grants requests. We must therefore communicate better about the projects that are eligible for putting forward to the committee.

Encouraging links between regions

Relations between local groups have still not fully developed. It would eventually be interesting to propose transverse actions that would be run simultaneously in the different regions.

The rate of response is much higher when emails are sent to members separately from the global discussion lists. It is therefore important to personalize the emails we send.

Encouraging links between regions

An association member has offered the theme of project management by volunteers for the next strategy weekend. Invitations have been sent out to all local group contacts. They will have two days in which to get to know each other and talk about setting up local actions and the structuring of communities.

Focus 3: Encouraging international links
Objectives

Three major actions had been planned for the second quarter, at three different strategic levels:

  1. at the French-language level, the 2nd French-language contribution month, after an enthusiastic kick-off at Wikimania 2014
  2. at the organizational level, the 1st Funds Dissemination Committee field visit to Wikimedia France, a year after the recruitment of the executive director and the structural changes that have taken place in the association
  3. at the Wikimedia movement level, the hosting of the 1st international event for Wikimedia France for this campaign: the seminar for executive directors of the movement, in Paris

Alongside this, another target was to start prospecting for new partners for the Afripedia project. Finally, Wikimedia France has made great efforts to continue to build up links with the various people involved in the movement (hosting, regular telephone conferences between opposite numbers, training sessions and exchanges of good practices, etc.).

  • Field visit by members of the Funds Dissemination Committee
Every year, Wikimedia France receives 60% of its budget through a request for finance to the Funds Dissemination Committee, or “FDC”, which is responsible for distributing the funds raised through the call for donations on Wikipedia. The FDC therefore visits each organization that benefits from this type of subsidy in order to learn more about the national beneficiary organizations and how they operate and to support them in carrying out their mission and achieving their targets. The FDC also carries out a full financial audit of the organization they have visited. In mid-October, Wikimedia France was visited for the first time by Anasuya Sengupta and Garfield Byrd, employees of the foundation, who spread their field visit over three full days.
Each division was able to present its area of responsibility (following the internal reorganization of the association), its activities and its needs in terms of links with the Wikimedia Foundation. A half-day was spent visiting the Cité de la Céramique in Sèvres and presenting the partnership between the two organizations, led by a volunteer and Sandrine Vallée, our contact in Sèvres. Finally, Wikimedia France’s accountancy firm presented a financial statement. Here is a brief report on their visit:

      • Content Gap analysis: We should carry out an analysis of content missing from the encyclopaedia. This should motivate new volunteers and help us to prioritize our partnerships. Other criteria could be: the popularity of subjects or support for diversity. We already know that there is a lack of content relating to the south and gender.
      • Wiki Loves Monuments: The competition is a breeding ground for recruiting new contributors. How can we capitalize on the event to promote local development? How can we persuade participants to focus on quality rather than quantity? How can we promote re-use? Would it be relevant to create an award for the photo from the previous year that was the most re-used?
      • Glam Wiki Toolset: Should we have a meeting between everyone who worked on the project? What role could the Foundation play over the next few stages?
      • Education: Wikisource and Wikivoyage may be attractive points of entry for students and secondary school pupils.
      • Afripedia: We really need to connect with what is being developed locally. The French-language African content needs to be produced by local people. We need to review the details of the current project.
      • Territorial development: It is recommended that we focus the activity on creating collective tools that may be re-used by the groups; otherwise there may be a risk of dispersion.
      • General comment: We need to use our tools more to document Meta so that it can be re-used by the movement.
As they have special contacts with the Wikimedian chapters, Anasuya and Garfield also attended the opening of the seminar in Paris, which followed on from the field visit.

Discussion and working session

Ten of the chapters in the Wikimedia movement have a structure based on salaried teams. The executive directors of these chapters, Nathalie Martin’s counterparts, meet for a seminar twice a year (in addition to monthly telephone conferences to discuss various strategic issues). In October, Wikimedia France hosted 10 directors for two working days. 9 countries were represented – Estonia, Austria, Switzerland, United Kingdom, Israel, Sweden, Argentina, Germany and France – to work through a heavy agenda.

The aims of the two days were to reach a clear view of: The similarities and special features of the chapters with a salaried team;

The added value they bring to the Wikimedia movement;

Key areas for cooperation between the chapters;

A road map of the actions to be carried out together.

The two days were facilitated by an outside consultant specializing in the open-source movement and Without Model organization.

More informal gatherings were built in to break up the working sessions and create a group dynamic: welcome dinners, entertaining, multicultural cookery lessons, etc.

The second day of the seminar was also an opportunity for Dimitar Dimitrov, a Wikimedian in residence in Brussels, whose position was mainly financed by the chapters represented at the seminar, to come and present his work and road map.

The executive directors were also able to meet the members of the Funds Dissemination Committee who had come from the United States for the field visit to Wikimedia France (cf. previous section) and talk with them about the future of the movement and changes in its organization.

A seminar evaluation questionnaire was submitted to participants after the two days (6 respondents out of 9 participants, i.e. a response rate of approximately 60%).

  • The most popular working session was the one on the impact of the chapters’ actions
  • 100% of respondents have a clear view of the way in which they can personally contribute to the group’s work
  • 80% of respondents feel more confident in the ability of group members to work and move forward together

  • Wikimedia / Europeana Taskforce meetings

The Europeana network has decided to set up a special working party to look into the potential for synergies with the Wikimedia movement. Wikimedia France has been asked to take part in the working party, along with other stakeholders in the movement and external partners. The taskforce is made up as follows: Dan Entous (Europeana); Dimitris Gavrillis (LoCloud); Marco Rendina (Europeana Fashion); Pietro Liuzzo (EAGLE); Àlex Hinojo (Amical Wikimedia (Catalonia); John Andersson (Wikimedia Sverige); Jonathan Cardy (Wikimedia UK); Gilles Dubuc (Wikimedia Foundation); Barbara Fischer (Wikimedia Deutschland); Jean-Frédéric Berthelot (Wikimedia France); Stephan Bartholmei (DNB); Georgia Angelaki (EKT).

The taskforce had been divided up into two sub-taskforces (technical and organizational), which meant that Wikimedia France was able to involve an employee on the organizational part and a member of the executive board on the technical development part.

The aims are, after 6 months of work, to achieve:

An audit on the relationship between the organizations

An audit of technological developments

An audit of the organization (connections & synergies between the two entities)

10 recommendations that will be built into Europeana’s medium-term strategy.

The taskforce met 3 times between August 2014 and December 2014: in London during Wikimania, in Madrid during the Annual General Meeting of Europeana (illustrated below) and in Hilversum in November, following on from the GLAM Wikidata Hackathon organized in the Netherlands ('see Focus 4 for further details of Wikimedia France’s participation in this event).

The Taskforce ended up with ten recommendations which should be made public during January. Secondly, the taskforce’s participation has helped to strengthen existing ties between Wikimedia France and Europeana. A meeting for European GLAM coordinators should take place during Q3 to keep up the momentum and promote collaboration between chapters.

French-language Countries

In October, French-language contributors organized events to publicize Wikipedia and contribute to the encyclopaedia during the second French-language contribution month. Contribution Month has several aims: To encourage the production of content locally; To enable local contributors to meet in the different participating countries; To introduce newcomers to Wikipedia publishing and its brother projects.

This action forms part of WikiFranca, a collaboration between French-language organizations in the Wikimedia movement and affiliated working parties. In France, around fifty workshops were scheduled in a number of towns and cities, including Bordeaux, Rennes, Nancy and Épinal. Looking worldwide, workshops took place in thirty towns and cities in Algeria, Belgium, Benin, Burkina Faso, Canada, Switzerland and Tunisia.

Local groups were closely involved in organizing workshops and awareness sessions for the general public. Also – and this was very positive – contributors who were not association members also organized workshops in towns such as Cannes, Carcassonne, Chambéry and Orléans.

Roughly 75% of the actions carried out during contribution month were organized by local groups. The other actions were proposed by contributors or free software associations.

During the previous edition of contribution month, some workshops had been proposed but not carried out. This year, it was therefore a question of contacting contributors or the host institution to make sure that the action was actually carried out. A discussion space with entries by country and city was used to sound out people’s intentions. Once the workshops had been confirmed, they were written into the contribution month’s global programme.

Arles: a workshop on the theme of rice. The rHumeurs association played an active part in organizing it

Cannes: the Linux Azur association organized an awareness session on the theme of becoming a Wikipedian in a day

Carcassonne: two meetings were planned. They had no precise aim, apart from offering Wikipedia contributors and readers an opportunity to meet.

Chambéry: two contributors organized a workshop for learning more about Wikipedia on the following theme: from user to contributor.

Épinal: the theme proposed as part of an exhibition was the Vosges: From its origins to the early 19th Century

Montreuil: a workshop on the theme of “Flavours in the history of the two Indies” as part of the Free University and the “L’Arbre des Indes” project.

Nanterre: a discovery workshop and a contribution workshop on the Wikipedia "Nanterre" page were organized by a contributor

Orléans: an awareness workshop was organized on the departmental council site

Two Wikipedians, Florence (France) and Isla (South Africa) have decided to organize an annual photo competition on the subject of Africa. For the competition, participants will send in photographs, videos or audio documents for use on Wikipedia, Wikimedia Commons or the other Wikimedia projects. The competition theme will change every year. The aim is to share the lives, environment and day-to-day activities of Africans with all the inhabitants of the planet on Wikipedia.

Wikimedia France has relayed the initiative on its blog [[1]] and one of its members is on the jury.

  • Meeting with the International Organization of French-language Communities

With an eye on the revision of the Afripedia project and, more globally, on supporting the French-language Communities project embodied by WikiFranca, Wikimedia France met with the International Organization of French-language Communities in November. The meeting was productive, producing outlines for possible collaboration with third places in Africa, which could become involved and take on a project such as Afripedia, adapting it to their own local issues.

We were also visited by Honoré Yameogo, from Burkina Faso. Honoré had asked to spend 3 days with our chapter collecting ideas for setting up a Burkinabé chapter. He felt that the Afripedia project was a good way of starting off a unifying action locally. He was also made familiar with the existence of WikiFranca, the French-language list run by WMCH, the African-Wikimedians list and a wide range of tools and processes used by Wikimedia France.

As can be seen in the previous sections, the two events (Executive Directors’ seminar and Anasuya and Garfield’s field visit) went well and met most of their objectives. It was important for Wikimedia France to organize an international event (Executive Directors’ seminar) to demonstrate the association’s determination to contribute towards the development of the movement and to point out the need for this specific group of strategic decision-makers to work together to take the movement forward.

French-language Communities

French-language contribution month was a great success in France, mobilizing large numbers of supporters in Paris and the regions.

French actions were regularly published on the blog, which helped to promote the work going on in the regions and the commitment of members, and to regularly supply information to this communication channel: Lancement de l'operation Action à Bordeaux Action à Grenoble Action à Brest

What did not work?
International
  • Executive Directors’ seminar

The consultant chosen did not meet all the organizers’ expectations, even though the participants appreciated his efforts. For example, it did not make it easy to produce a summary that could be circulated and activated for the group of EDs and at the same time more widely, on certain points, to the rest of the movement (including on Meta). So there is still progress to be made in selecting a consultant able to facilitate the working party’s production up to a point where a detailed summary can be drawn up, which is highly time-consuming.

  • FDC visit

The association members showed little interest in a discussion with Anasuya Sengupta and Garfield Byrd for several reasons, including finding a time that suited everyone. A few Parisian members attended a welcome dinner, but overall the meeting with the community was rather half-hearted. A question/answer session had been proposed via Google Hangout, but there was only one response from participants, and no questions sent in advance.

French-language Communities
  • French-language contribution month

The various French-language chapters and other organizations linked to WikiFranca have not yet managed to produce an international evaluation of support for the event. This is a challenge, particularly as the WikiFranca coordinator is a volunteer and is running a large number of other projects in Canada. However, we are hoping to receive a detailed evaluation of the action with figures, with a view to developing Wikimania, for example. Another Wikimedia France action (a survey of the French-language Wikipedia readership) has aroused interest in Canada and Switzerland, but these chapters are not showing much evidence of involvement, again through the lack of time available for this action. Given the difficulty of collecting the necessary information concerning the impact of the action on the Wikimedia projects, we will draw up this evaluation during the next quarter.

  • Wikimedia France will try to dedicate a little more time to supporting the coordination of actions linked to WikiFranca, especially with a view to restitution at Wikimania 2015
  • The OIF turned out to be a partner with a huge variety of contacts: we now need to sort through these and use them to the full for the various actions linked to the French-language Communities, including the Afripedia project, which remains a priority.
  • Concerning contribution month, we will need to start identifying contributors in April 2015. We can then offer them more specific support. We can also provide them with the tools they need to give feedback after the events.
Africa
  • We need to continue to open up and look for local groups to whom we can plug the Afripedia project.
  • We also need to keep a close eye on the Wikimedia movement’s "Africa" actions in order to create more synergies, although the link between French-speaking Africa and English-speaking Africa is not always easy to activate (nor is it easy to maintain a balance).

One of the recommendations made during the visit to the Wikimedia Foundation in Paris was to share more of the activities, policies, actions and processes introduced by Wikimedia France with the rest of the movement. Apart from the regular participation in This Month in GLAM (see above) and personal exchanges between Wikimedians, Wikimedia France publishes very little (on Meta or elsewhere). A document for monitoring these publications has been created internally to list the documents and actions that can be shared and the translation work grouped, where necessary.

A photo workshop took place on 5 October on the theme of computerized image re-processing, during which participants were able to discover or learn more about using GIMP (a well-known free publishing and image retouching software package) and ShiftN (a tool used to correct an image by automatically identifying the lines that should be horizontal or vertical). The workshop also aimed to prepare for photography outings to museums on the first Sunday in the month, which resumed the next day.

Another workshop took place the following week, during the general meeting, and answered a large number of questions concerning accreditation requests (see the Sports section).

In early November, two contributors, Lionel Allorge and Esby, covered the Utopiales (an international science-fiction festival) using an accreditation obtained via the association, which enabled them to obtain author portraits not yet present on Wikimedia Commons.

In Toulouse, Pierre-Selim Huard photographed the 11 November ceremonies using the Lutz pack (a new pack of photographic equipment made available to the local Toulouse group)

In Strasbourg, Claude Truong-Ngoc photographed the [[:commons:Category:Visite du Pape François au Parlement européen Strasbourg 25 novembre 2014 |visit of Pope François in European Parliament]] thanks to a micro-grant.


A photo weekend took place in Alsace on 13 and 14 December. It was used to train volunteer photography beginners to use their cameras and take photographs of the Christmas markets in Ribeauvillé and Colmar and of the Château du Haut-Koenigsbourg.

The same weekend, contributors from Rennes had an outing to the Monts d'Arrée, where they photographed the surrounding area.

Early October, Thesupermat was accredited for the Paris Motor Show. He used the Atget pack during 2 days dedicated to journalists and produced hundreds of multimedia files. This brings the number of files produced with this equipment to 14,000.

  • Contributor space

One of the aims of the quarter was to add a book scanner to the contributor space to digitize books that have fallen into the public domain. Two set-up sessions were held in October and December to assemble the book scanner, install the software part and digitize the first test book in the presence of volunteers from the local Paris group and members of the group of users of the other book scanner already available for public access in Paris.

  • Semanticpedia

A meeting took place in November in the presence of Thibault Grouas from the DGLFLF and representatives of Vocal Apps who were responsible for installing a DBPedia-Live instance in French. The instance is constantly updated, as its name suggests, and is hosted by the Wikimedia France servers.

  • OTRS

A two-day meeting took place for the French-speaking OTRS volunteers. On day 1, a training session was held for everyone with access to the chapter queues or the French-speaking project queues. Day 2 was reserved to people with access to the French-speaking project queues only so that confidential tickets could be discussed. An instance of OTRS has been installed on our servers to prepare for an internal migration of the association's queues, which are currently still hosted by the Wikimedia Foundation. The migration itself will take place when the Wikimedia Foundation OTRS instance has been updated. We believe it's important to notice that the OTRS meetup was organized by a volunteer after discussing about the increasing backlog of the french queues at Wikimania with other OTRS agents from other countries.

  • Hackathon

At the Wikimania 2014 which took place in London last year, it was decided that the next Hackathon would be organized in France. Our association has visited a number of venues capable of hosting an international event for nearly 200 coders from all over the world. After several visits by the Communication and Events Manager, accompanied by a number of association members, the venue chosen was Valpré, a conference and seminar centre just outside Lyon. The venue is ideal for organizing a Hackathon. Participants can work and sleep in the same place, as the bedrooms and work rooms are in the same building. There are three large work rooms, a lecture theatre and several meeting rooms. Valpré is also a very pleasant seminar centre with 6 hectares of grounds in which the coders can work day and night. The venue’s large area means that future partners can visit and workshops and meetings can be held between the Lyon Wikimedian groups and participants. Wikimedia France has decided to organize the Hackathon 2015 from 23 to 25 May to allow as many participants as possible to be available.

  • Semanticpedia: although the DBPedia-Live instance is working well, the standard instance is still not functional. We have decided to call in an expert on a service contract to finalize the installation and provide maintenance and updates.

We need to continue having face-to-face meetings with volunteers, through photo weekends, which we have decided to make officially twice a year, and other more regular events: photo outings, training workshops, photo sessions for Wikicheese and “using the book scanner” evenings.

The OTRS workshop was a success and the participants were highly satisfied. It has been decided that these meetings should be held once to twice a year; therefore, a second workshop has been planned to take place six months after this one to enable volunteers to help each other resolve difficult tickets.

The Communication and Events Manager has met the Atelier Hourdé School to offer students the opportunity to design the Festival’s graphic identity. 5 groups of students have got down to the task. The students’ reactivity and creativity will be rewarded by an exhibition of all their work for a day during the Festival in January. The partnership has led to the production of an adaptable graphic identity that can be used in many different ways. It has also offered some real highlights and a great deal of constructive discussion time with the students.

Wikimedia France’s employee team has worked on the Public Domain Remix competition and the most appropriate way of revising and enriching the competition, which did not have the success expected last year. It has taken a great deal of work and a lot of re-assessment. It has also been decided to give extra time to ensure that the competition is run in the best possible conditions. A new visual identity has been designed and produced. A working party (list.domainepublic) has also been set up to involve association members in the process as much as possible.

A conference on the reliability of Wikipedia was organized for the public during the “Capitole du Libre” event (15 and 16 November) and run by members of the local Toulouse group. The event is aimed at both the general public and free culture enthusiasts. Discovering and understanding the world of Free Software and its ethical and legal aspects. Understanding OpenData, the free culture and community tools. Examining themes such as development, system administration, networks, etc.

Stand in Grenoble

In association with Grenoble city council, the local Grenoble group ran a stand (shared with OpenStreetMap) at the “Introduction to free software and open data” days organized by the GreLibre group (promotion of free software, open data and a public information access infrastructure) The local Wikimedians ran various workshops for a day: Mediawiki awareness session, Introduction to Wikimedia Commons, contribution on African authors and proof-reading and correction of articles on Wikipedia. Nearly a hundred people visited the stand during the day. Some also set up user accounts and had a go at writing articles.

  • Nathalie Martin takes part in the Startup Keynote

Nathalie Martin, Executive Director of Wikimedia France, was the guest of the Startup Keynote on 26 November 2014 at the Gaîté Lyrique. The agenda was “Do Culture and Entrepreneurship go together?”. During her talk, Nathalie Martin talked about the methods used to set up a strategic project and how to go about finding finance. Her talk was a success, attended by nearly 110 people.   • Wiki Loves Monuments competition prize award ceremony

Wiki Loves Monuments competition prize award ceremony took place on 29 November 2014 at the Musée des Arts et Metiers in Paris. The evening went very well and was attended by over 150 people. An aperitif was served in the first part of the evening and the heads of the association were interviewed by journalists. We then awarded the prizes, with the following speakers: the 3 Wikimedia France jury volunteers, Nathalie Martin (Executive Director), Christophe Henner (Chairman), a representative from Canon and a representative from the Musée des Arts et Metiers. The evening ended with a cocktail party.

  • Running a stand at the European Education – Educatec Educatice show, for education professionals

Wikimedia France ran a stand at the Educatec - Educatice Show. The show is for education professionals only (NICT trainers, teachers, institutional representatives, etc.) and is held at roughly the same time as the European Education show in Paris, over 3 days from 26 to 28 November. Wikimedia France was particularly well placed at the show and was represented by 7 volunteers and 1 employee who alternated with each other for the 3 days. A minimum of 3 people were always present on the stand to talk to visitors and make easier contact. We had prepared communication materials to make it easier to communicate effectively during the show. These included: 250 "Wikipedia in class" brochures designed by the association

2 Wikipedia and Wikimedia France kakemonos

The different communication materials meant that we were particularly visible at the show and were able to make contact with teacher trainers in education colleges, NICT representatives, etc. This year, there was very strong interest in Vikidia, a Wiki developed by a Wikimedia France member and aimed at youngsters (aged 8 to 13).

  • Wikimedia France’s participation in the Ministry of Culture and Communication working party on cultural metadata

In November 2013, the Ministry of Culture and Communication announced that a working party on cultural metadata was to be set up. Among the actions under consideration, Wikimedia France was invited to take part in Action 3 "Creating and maintaining a semantic interconnection for the major repositories: the Culture Graph" This is mainly an action internal to the Ministry and its establishments which aims to connect up the asset metadata sets produced by central government and the public institutions (further information on [2]) which currently lists over 3000 asset bases.

Wikimedia France’s participation turned out to be useful in various ways.

Feedback on Wikimedia projects in terms of the editorial scope, which incorporates very disparate data, and the central role in the semantic web.

The decisive role that Wikimedia projects may play in the indexing sequences for the asset bases. We think in particular of the HDALab and JocondeLab projects, in which the indexing is based on alignments on DBpedia entries. The bonding of asset resources via Wikidata, which is in the process of becoming the hub for asset reference identifiers. Referencing work has already been carried out with the Merimée base or started with other bases, including the Léonore base.

At these workshops we discussed:

The alignment problems. The advantage of doing alignments on Wikidata rather than DBpedia (no need for a Wikipedia page, more entries, more headings in other languages, possibility of editing the data, resolving ambiguities and creating new items, easier to make queries.

The actions linked to GLAM on Wikidata, the massive uploads completed since June 2014, the project Sum of all paintings and the dynamic in progress.

A final summary of the working party’s work should be published shortly.

  • Supporting the work of the Free Knowledge Advocacy Group EU

The Free Knowledge Advocacy Group EU unites the European Wikimedia chapters and communities so they can have a clear and coherent position on major legislative and political changes affecting the vision, mission and values of the Wikimedia movement. Wikimédia France supported financially the positions of Dimitar Dimitrov, Wikimedian in Brussels. The mission of the Free Knowledge Advocacy Group EU is to build and create the infrastructure necessary to monitor EU policy proceedings and initiatives, inform the participant chapters and community in an understandable way, stage discussions about what is desirable or dangerous and take action, mainly by making ourselves heard. Further steps will be taken in the third quarter regarding the influence on copyright-related European policies.

Wikimedia France worked with Romaine Lubrique to organize the festival, and with the Parisian Atelier Hourdé School to design the graphic identity. It was a very good experience involving interesting discussions with students from the School.

  • Public Domain Remix

The team managed to inject some real energy into the organization of the competition. Most people approved of the new graphic identity, which provided graphic consistency for contact with the general public.

  • Wikimedia France’s participation in the Ministry of Culture and Communication working party on cultural metadata

These workshops showed the importance of the Wikimedia projects, the resources of which tend to act as a pivot between the institutional bases and the expertise of Wikimedia France and its involvement in the metadata policy introduced at ministerial level. Through the interdependence created and the predominant importance of the free data in the ecosystem, this strategy of aligning repositories around the Wikimedia projects also helps to support the next expected stage, which is to finally manage to open up the cultural data of the French institutions.

  • Wiki Loves Monuments

The evening went very well; we had very positive feedback overall from our guests and partners. Over 150 people attended the evening. The help of volunteers and the people who assisted in installing the equipment was a real bonus and ensured that the ceremony ran smoothly.

The association between Wikimedia France and the Public Domain Festival worked well. However, the association could become more involved in a partnership of this size if we had more time in which to prepare the action. Next year, the association will be able to involve the movement’s members and volunteers more in developing the various workshops in advance of the event.

The Catering service provider posed a few problems with his setting-up and lack of thoroughness, but this did not really affect the evening.

The partnership with the ESAT School worked very well; it was highly constructive and helped make the School’s students and managers more aware of the Wikimedia projects and the free culture.   • Wiki Loves Monuments:

This year, the Wiki Loves Monuments competition prize award ceremony was outstanding, thanks in particular to the venue, the "Musée des Arts et Metiers de Paris". However, a partnership with such a prestigious museum is very restrictive in terms of the installations, preparations and timings involved in the efficient organization of the event. In future, we will need to examine all these constraints very carefully in order to avoid any last-minute problems.

WikiRevue n°7

WikiRevue no. 7 came out slightly late and was distributed to 6500 donors. Over 400 copies were printed: a 250% increase!

  • Designing communication tools

We have worked on designing a graphic identity for the association; this is still in progress. At the same time, employees and volunteers are working on a PowerPoint presentation document to be used by volunteers to clearly explain the different aspects of the movement. A new format has been planned for business cards and a new design has been produced. For Christmas and New Year, the association has produced a card to send greetings to its partners; this will be sent out in January. Work has been done to design a flyer explaining the association’s strategic project.

  • Community Management

For Q2, the Wikimedia France team has continued to work on the social networks and improve communication by using clear messages, with images. Statistics: Facebook: 1760 likes (+113); Twitter: 5080 followers (+163)

  • Press Relations

November and December were very busy in terms of relations with the media. Two issues captured press attention: the fund-raising campaign on Wikipedia and the launch of the WikiCheese project, Wikimedia France’s first crowdfunding project, which generated a huge buzz. These two subjects, linked to the way in which Wikimedia France finances its actions, meant that Nathalie Martin and Pierre-Yves Beaudoin, the WikiCheese project leader, had to be highly reactive and open to questions.

Also, requests are diversifying (and so the message targets are more varied). For example, Nathalie Martin answered a request from Phosphore magazine (aimed at secondary school pupils), and a children’s magazine (Mon petit Quotidien, read by children aged 6 to 10), and took part in a special report by students at the Skema Business School on the Lille campus as part of a lesson on sustainable development.

The activity report was finalized in time. The association distributed 50 copies at the General Meeting on 11 and 12 October 2014. A further 150 activity reports had to be printed for distribution in Wikimedia France packs at the Wiki Loves Monuments prize award ceremony and Major Donor evening 2014.

We also ran some very energetic workshops with MakeSense, which enabled us to tackle a number of issues important to the association.

 
MakeSense workshop
  • How to create a website that encourages volunteers to participate?

The aim of the workshop was to draw up website proposals with the following aims: feed back information from the field in a simple, entertaining way, encourage collaboration between groups, encourage non-members to get involved in the association. Website artwork had to be drawn up, along with a mobile application used to facilitate reporting on the actions we have taken.


  • How and with what tools can we encourage smooth communication between employees and volunteers?

Based on the objectives of working together more effectively and pleasantly and sharing information more readily, participants emphasized the importance of opportunities to meet, putting oneself in other people’s shoes and non-violent communication. They outlined the running of a project in the association with different metaphors, from Wikimedia City to snakes and ladders.


  • What can we do to give the public and the media a clearer understanding of the difference between Wikimedia France and the Wikimedia projects?

The proposal at this workshop was to design a video aimed at the general public to explain what Wikimedia France is. Three scripts were produced, based on three different types of messages: humour, identification with the spectator and explanation via the image. However, they did contain common components: the Wikimedia projects, their contributors and the Wikimedia France association and what it can contribute.

  • How can we support an increase in the number of actions carried out within local groups?

In this workshop, the participants discussed new ideas for local actions that could bring contributors together and improve the content of Wikimedia projects. For each action they identified the aims, resources, potential partners, constraints and the means used to implement them.

  • Internal quality policy processes.

Following improvements to the association’s quality policy indicators, we have sought to improve the processes used for entering the indicator data to be circulated to the entire employee team. To achieve this, we have designed some quality repository charts for each Point on a Google Spreadsheet and a complete tutorial giving details of each indicator and its aims and what to do to obtain the essential data.

  • Setting up a single quality questionnaire

In order to be able to repatriate data effectively through our members and volunteers, we had set up a series of questionnaires using the Qualtrics tool. These questionnaires, originally designed by type of action (training, helpdesk, conference...) were merged into a single questionnaire. This is designed in such a way that a volunteer can enter the type of action he has completed; the questions he is then asked are directly linked to the specific action.

2013 and 2014 fundraising campaigns

In the finance department, much of the quarter was taken up with the end-of-year fund-raising campaign. This year, the aim was to place the emphasis on a quality approach for the appeal campaign, rather than a massive appeal to our database. The appeal was divided up into donor segments according to profiles (donation frequency, the amounts and the date of the first donation). We then set up a dozen different campaigns to try and upgrade the average donation by the different segments. This action was carried out on all twelve segments and led to an overall increase in the amounts collected.

The campaign was run in 3 phases. The first, "the appeal", the second, "the follow-up" and the third, "the final", i.e. a total of forty donor segments in all. Each segment received a message personalized to his profile and the amount of the donation proposed to him. Every time a donor made a donation, he was left out of the following phases and received a “thank you” message.

The first mail-shot was made up of an appeal message celebrating 10 years of Wikimedia France and the actions that have been undertaken over the last 10 years as a result of donor support. The second was a reminder of the first mail-shot which described in detail the practical actions carried out thanks to their support. The final mail-shot was a reminder of the previous two, highlighting the tax benefit of making a donation before midnight on 31 December and being able to deduct 66% from their 2015 tax bill. There was a 10-day break between each wave to give them time to make their donations and the employees time to deal with the donor messages and hand-written donations (cheques, cash and donations by transfer).

The campaign raised 299,875 €, 150% up on our targets and on the 2013 campaign.

  • Crowdfunding

This quarter also saw the launch of Wikimedia France’s first crowdfunding action: WikiCheese.

The action aims to finance the illustration on Wikipedia of articles linked to cheese. The campaign was launched on 24 November and ended on 31 December. The initial target was 5000 € but we raised 150% of the finance required, i.e. nearly 7400€. In return for their support, donors will be invited to the photography and contribution sessions where they will see the volunteers at work and will help to enrich Wikipedia articles. They will thus have a chance to go behind the scenes and be trained in studio photography and Wikipedia. There will also be some cheeses to taste at the end of the session.

This first crowdfunding exercise was a complete success, with the target being exceeded by 50% and over fifty press articles in more than 15 different countries.

  • Sponsorship

Following the partnership set up with Canon for Wiki Loves Monuments 2014, Canon France covered the cost of the prizes for all the competition winners, the publication of 250 calendars illustrated with the competition winners’ photos and the posters for a temporary exhibition of the photos on the gates of the Musée des Arts et Metiers on a sponsorship in kind basis: total value 5,502 €.

A total equivalent to 35,072 € was made available this quarter by the various partners and sponsors through benefits and donations in kind (for a breakdown of these donations, see the “benefits in kind” chart in the “financial statement” section of this report).

To strengthen the finance department and prepare the financing of events operations, a trainee has joined the team for 6 months from 1st December. His main task will be to look for financial partners for the Hackathon.


Membership policy

Work has been carried out to identify theme group and local group contacts; a document presenting this organization has been sent out to everyone concerned. We are keen to set up volunteer contacts to make it easier to circulate information within the association. The contact is the special contact for the association’s Executive Board, employees and partners. The contact also receives the equipment or the various communication materials.

Membership has continued to grow. Since our last FDC report, no less than 80 new members have joined us, bringing the total number up to approximately 360. We produced the membership cards ourselves and used the opportunity of the letter to attach a summary of the responsibilities of each employee with their contact details and a greetings card.

The September WikiRevue earned 13,621.00 €, which is a good result compared to 2013.

We have seen a real momentum build up over the design of the various communication materials.

The association members and the general public are increasingly interested in the communication on our social networks. The consultation statistics prove it: 5700 people reached on Facebook, for example.

The 2013-2014 activity report was finished in time. The association has also received some very positive feedback concerning the report’s new presentation and layout. This year, Wikimedia France printed many more reports than the same time last year, which proves the quality of the report.

Over 45 people attended the event. The workshops were very instructive and constructive.

The 2014 campaign was a success thanks to the introduction of a strategy aimed at upgrading small donations and a subtler segmentation for sending out mail-shots. Finally, the use of 3 mail-shot waves also helped towards the good results achieved by the campaign.

The first Wikimedia France crowdfunding operation exceeded our targets in financial terms and in terms of press interest. This augurs well for our future actions which will be financed in this way; this success will also help to motivate new volunteers into getting involved in this type of action.

As the members of the quality group are few in number and can offer little availability due to their work commitments, it may take longer to reach the decision-making stage.

For the first time, our fund-raising campaign was preceded by the Wikimedia Foundation appeal campaign on Wikipedia, which perturbed many of our usual donors. During November and December we dealt with over 520 emails from donors on this matter.

Still too few new members dare to publish or make requests on the discussion lists. Although we have made contact with many of them, it will be important to continue to increase this support.

What lessons should we draw for the forthcoming quarters?

  • WikiRevue:

We have received very positive feedback concerning the revision of the WikiRevue; the association has printed 3 times more copies than this time last year. However, we are currently distributing 600 magazines per quarter but are sending out 6500 mail-shots. In conclusion, it would seem very important to work on a web version.

  • Community Management

Communication on the social networks has considerably improved and is now regular; we have an increase in the number of followers and likes, it would be a good and pleasant idea to run a viral web/video campaign to develop our e-reputation even further.

  • Press Relations:

Wikimedia France is clearly identified as a way in for the media, who see the association as a key contact. However, Wikimedia France will find it difficult to capitalize on the (irregular) interest of journalists if it does not have a special relationship with them, which takes time to build up. Today, 0.2 FTE are dedicated to this task, which is not enough to develop a trusting relationship with the media, but is enough to act as a relatively effective, reactive interface. As Wikimedia France has varied priorities, its media contact base needs to be better qualified and should be added to depending on the subjects that we are working on (e.g. French-language Communities, which requires special, specific treatment). To build a proper Press Relations strategy, we would need external help or a dedicated part-time person (but this is not a priority requirement). But journalists can soon get tired of constant press releases. We could, for example, try to capitalize more on the Wikimedia France blog, which, with a more advanced editorial strategy and certain editorial partnerships, could be a good, more regular means of communication and reach out to the influential blogosphere.

Despite the conclusions and positive feedback from association members and partners following the publication of the activity report, we should plan to spend more time on the writing and layout of the content next year. It would be useful to design more diagrams and computer graphics to explain the highly “technical” sections in a more entertaining way.

For the next few quarters, we will be further increasing awareness among the employee team of the quality policy and mainly the processes used for information feedback between employees and volunteers. Similarly, the quality group – currently made up of 5 people – should be enlarged to take in new members to discuss the implementation of new, relevant indicators relating to the development of volunteer work.

In future there needs to be better coordination between Wikimedia France and the Wikimedia Foundation over the fund-raising period for the two entities to avoid reproducing the same errors and ensure that we have the best possible relationship with donors.

  • Crowdfunding

The Crowdfunding campaign was perhaps a bit too long; 95% of the funds collected arrived during the first 25 days. It would perhaps be interesting to reduce the crowdfunding period for a project to this 25-day deadline to be more efficient.

Membership policy

The email sent out to new members after they have joined has been reworked to guide them more effectively towards Wikimembers and the regional discussion lists. We have been working on contributors who are not members of the association to encourage them to attend real-life meetings. Messages have been posted on the various regional meeting pages on Wikipedia. Thirty contributors have registered on the lists as a result.

What have been your main achievements over the past quarter, and how have they helped to achieve the movement’s objectives?

Focus 1
  • The significant addition of content has been sustained, particularly via Wikisports. The fact of having significant results in terms of quantity (several events followed; a large number of photographs uploaded) over several consecutive quarters is an undeniable success.

  • We have continued to structure the local groups to help them become even more reactive and effective in their actions.

  • The fact of hosting the Executive Directors’ Seminar this quarter has enabled us to have more direct contact with other chapters and share our experiences.
Focus 4
  • The second photo weekend organized in December enabled us to train new contributors to Wikimedia Commons as many were newcomers. We were also able to strengthen links between photographers from different regions.
Focus 5
  • The organization of Wiki Loves Monuments was also an opportunity for us to talk to the guests present about the Wikimedia projects and free culture.
Focus 6
  • The Wikicheese crowdfunding project was confirmation that a new financing model can be found (it is the first crowdfunded WmFr project) for actions carried out by a chapter. It also led to a large number of press articles by highlighting an action.

What were your major setbacks during the past quarter (e.g. programmes that were not successful)?

  • We are encountering a recurrent problem in scheduling the (many) GLAM collaborations. There is great potential for partnerships but requests are too, numerous and dissimilar, which makes it difficult for the association to deal with them.

  • We are still having difficulty in overcoming local reticence over the structuring of the local groups.

  • We regret that there was no overall evaluation by the people involved in the French-language contribution month.

  • Concerning Semanticpedia, the module is still not functional.

What factors (organizational, environmental) helped you to succeed?

  • The introduction of a contact for each working party to simplify communication between the different groups and association employees is beginning to prove its worth. Exchanges of information are less diluted between the various people involved and exchanges between employees and volunteers are optimized.

What unexpected problems have you come across, and how have they affected your achievements?

  • The initial non-involvement in the organization of the Wikiconcours Lycéen, an unexpected problem that monopolized the Education group’s energies in an unscheduled way (and finally with success).
  • The academic nature of the venue for the WLM evening (Musée des Arts et Metiers, Paris) apparently aroused concerns and therefore extra work in terms of organization (which was not necessarily planned for).

What changes do you think you will make to the running of your projects in the next quarter?

  • We need to anticipate certain actions to a greater extent and ensure that everyone has been consulted at the right moment in the implementation of these actions.
  • This is the second half-year in which we have applied the quality policy. The process needs time but we are beginning to see everyone using new ways of collecting the data we need and using it. We are going to introduce some new questionnaires for our members and partners to help us optimize this data collection.
