Sad meet-up with only 3 participants, but still tried to look cool.

Two years ago, in 2013, several Wikipedians discussed the problems that was faced by the community in a small restaurant in Jakarta. From the conversations, we realized that the community need to take steps as the level of activity was quite low—since 2011, there was only two open meet ups that was held for the community.

As the first step, we developed a new organization that focuses on offline meet-ups and workshops. We called it Wiki-ID, we funded it by ourselves, and found it a headquarter as the center of its activity.

At first, it seemed like the concept was not working—there are not many people came to our events. Yet, as many existing volunteers stayed and new volunteers came, the community grew bigger. We held kinds of event that was never been held before, like an all-night edit-a-thon and a city tour.

Understanding volunteers

As the fund was extremely limited, we decided to held a survey so we can use our limited resources as efficient and as effective as possible. The survey was held on August 13th, 2013, to October 17th, 2013 and as a result we gained several insights:

 

In addition to that, we found out that only 47% of Wikipedia visitors knew that Wikipedia is written by volunteers. This was a big deal since we also found out that the reason why people contributes to Wikipedia is because they want to enggage in a voluntary activity. On one hand, this was a problem. Yet, it also presented opportunity: the more people know about Wikipedia and our volunteerism philosophy, the bigger the chance that they will contribute to it. So the best way to improve the number of volunteers is to spread the idea of volunteerism in Wikipedia.

With this facts in hand, we developed a program called Wikipedia:Rintis (English: Wikipedia:Pioneers) to rebuild Wikipedia bahasa Indonesia’s community and promote Wikipedia to a bigger audience.

Help from Wikimedia Foundation

As the project plan was quite ambitious, we decided to ask for assistance from Wikimedia Foundation to fund the event. The process of getting the fund itself was relatively quick and easy—as we only need to fill a form and provide supporting documents. In less than one month, we had already received the fund and started using it to hold events.

One main feature of this project was that everyone involved was a volunteer -- no one is getting paid -- as we believe only volunteers that able to recruit volunteers. Another feature was that there was no competitive event on the project. We focused on collaboration events and games rather than competition because we believe that competition will hinder the sense of kinship among volunteers.

 
With WMF help, we were able to hold bigger workshops and meetups.

At first, we planned 12 events to be executed. Yet as we find a way to save fund, we doubled the number to 25. The events were held in four different formats: WikiJam, WikiStorming, WikiSharing, and Other Events.

WikiJam - Edit-a-thon

WikiJam is our flagship events. It is so far one of the most effective and easiest way to recruit new volunteers. In these events, we choose a featured article from English Wikipedia, then translate it together. Each participant will be given a task to translate one or several subsections of the article until the article completed. This is our way to introduce and impose the concept of collaboration in Wikipedia, and teach new members how to write for Wikipedia in the most informal, enjoyable, yet effective way.

The number of participants ranged from 20 to 40 participants. The events were open to everyone and announced in Wikipedia bahasa Indonesia’s front page.

WikiStorming - Sharing and Discussion

In WikiStorming, participants are encouraged to make presentations about one topic (for example, how to increase collaboration in Wikipedia), after which the community will discuss the idea and execute it together. The goal of this event is to solve problem or to find a way to improve effectiveness in recruiting new volunteers.

The number of participants ranged from 3 to 20 participants. The events were opened only for Wiki-ID members and coordinators.

WikiSharing - Sharing and Discussion

In WikiSharing events, we choose speakers and initiate talks on one topic, especially in free culture and free knowledge movement.

The number of participants ranged from 50 to 200 participants.

Besides the three category of events, Wiki-ID also held some media interviews and online games/activities.

Lessons learned

What worked well?
  • Effective method: find an effective method to recruit and train new volunteers then use it repeatedly. The event will be easier to be held and take less time to be prepared.
  • Combination of online and offline events: Offline event is good to introduce Wikipedia; online event is good to engage existing users and news volunteers that you recruit from the offline event. Both needs to be combined.
What didn't work?
  • Big event at the start of the project: It is not wise to hold a big event if the community is still new. Better start small and grow with time.
  • Wikimetrics: Still find it difficult to learn and implement in serial project like ours. The guy who tried to learn how to do it failed to implement the metrics and did not do it again on the second event, and no one wanted to take the task as it requires time to be learned, so unfortunately it was not used.
What would you do differently if you planned a similar project?
  • More online events to increase engagement.
  • Hiring staffs to do/execute task that cannot be done by volunteers; the management of the community should still be held by volunteers.

The goal of this project is to recruit new users and develop offline community of Wikipedia bahasa Indonesia. The community will also promote Wikipedia and its sister projects, and increase awareness on Wikipedia's volunteerism philosophy (which is a big deal considering only 47% of Wikipedia visitors know that Wikipedia is written by volunteers when the main reason Indonesian Wikipedians signed up is because they want to be a volunteer).

We have achieved our goal. Our community grows from 18 volunteers to 50 active volunteers and are ready to create another event. Based on June 2015 survey, the level of awareness of Wikipedia volunteerism philosophy increased from 47% to 70% (total respondent: 1881 respondents).

Some seminar/festival events (like Wiki-Summer festival) were open events where everyone can join without registering to the event, so we did not track the number of participants. Yet, we can predict the number of participant (the method of prediction is written on each event that require it) and whenever a prediction is used, we use the smallest number to be put in this figure.
Active Wikipedian Engaged: at least 10 per event Out of 7 edit-a-thon events, only 1 in which less than 10 active users engaged on the event. Non-edit-a-thon events are usually closed event in which the number of participant is limited. 85% achieved.

Learning question: Did your work increase the motivation of contributors, and how do you know?
Yes. One of the new volunteers recruited from the event, id:user:Andita Ratih, contributed greatly to the event and will become one of persons in charge for next year's event. Another new volunteer, id:user:Hiro Hamada 1, has contributed more than 400 edits in less than 6 months.
Some users traveled more than 500 km to attend the event, at their own expense. user:Farras, a student, save some money from his work as a freelance to buy airplane ticket from Surabaya to Depok (approx. 700km) four times.
Some old, inactive users, were motivated to contribute again. The most notable one is id:user:MaxiManuel111.

What impact did this project have on WMF's mission and the strategic priorities?

How did you increase participation in one or more Wikimedia projects?

We have (1) organized 25 events with a total 971 participants and recruited 310 new volunteers, 6 of which have contributed more than 100 articles in less than 6 months, (2) successfully encouraged old, inactive users to contribute again, and (3) increased the number of members from 18 to 50 in one year.

Our events was featured in 6 national media (TV, newspaper, and online news), which helps promote Wikipedia to a larger audience and hopefully increases the level of readership of Wikipedia bahasa Indonesia.

Budgeted vs actual

The variances between budgeted and actual expenses exist mainly because we moved the venue from Buaran, East Jakarta to Depok, West Java (near South Jakarta). We moved the venue because after the building in Buaran was expanded, we realized that there were still not enough room to accommodate the number of targeted participants (40 participants).

The new location in Depok was great and cheap, cost only Rp.175.000 for 4 hours on the weekend (about $17 - including a digital projector). Furthermore, it's only takes about 10 minutes walking from the biggest university in Indonesia, University of Indonesia, and its train station, University of Indonesia Train Station (which is connected to the whole Jakarta, Bogor, Depok, Tanggerang, and Bekasi megapolitan area). It's a perfect place to hold a Wikipedia workshop.

The problem was, we couldn't find any other vendor that is able to provide food as we planned at Rp.75.000 for 40 meals there. Most offerings are about 60k-100k for 150 meals minimum, which is above our budget. So we have no choice but to abandon the food plan. -- To be exact, we still provide good food and snacks but we abandon the thematic plan (like vegetarian sausage, satay party, etc). It was resulted in a huge saving for us and we used the fund to buy equipments and promotional tools to increase our effectiveness and branding capability.
