Part 1 Understanding your work
edit1. Briefly describe how your strategies and activities proposed were implemented and if any changes to what was proposed are worth highlighting?
- We are concentrating on organizing various activities that allow Wikimedia projects, such as Wikipedia, Wikimedia Commons, and Wikidata, to be recognized by the general public in Indonesia and building Wikimedia communities' skills to step up and initiate their activities and contributions to Wikimedia projects.
Throughout the implementation, we are supported by different teams that have been assigned to address several aspects: Education, GLAM+Wikidata, Community, and Competition.
The Education team focuses on increasing public knowledge and understanding of Wikimedia projects and their uptake through in-person and online Wikipedia training, meetups, and online meetings, as well as organizing activities in collaboration with partners.
The GLAM+Wikidata team mainly concentrates on collaborating with cultural institutions, digitizing, securing volunteer resources to conduct digitization at GLAM institutions, introducing open licenses to the public, and conducting activities relevant to open-access practice. They also focus on conducting Wikidata training, collaborating with institutions, and organizing Wikidata-related events.
The Community team's role is to support Wikimedia communities in Indonesia by organizing community activities proposed by community members. Strategies include grant program options and financial support for individuals and communities. Individual grant programs include credit and book grants, phone credit for community points of contact, community social media admins, and scholarships to attend WikiNusantara. Community grant programs provide financial support for community meetings, gatherings, and community/group activities.
The Competitions team is centered on developing thematic content to fill content gaps in the Wikimedia projects. This year, we shifted from a writing competition to a more diversified one. This is an effort to introduce Wikimedia projects other than Wikipedia and draw a more diverse user profile.
2. Were there any strategies or approaches that you feel are being effective in achieving your goals?
- The approaches we pursued this half-year focused on securing resources and connecting with external partners.
After over two years of online activities, we have discovered that community members must be reinvigorated to bring out the passion that has been depleted during online shiftings. We are also looking to engage new volunteers keen to be involved in the activities, such as being trainers in a Wikipedia workshop.
Outreach to partners is a different way of continuing our work together or reconnecting after the conversation was postponed during the pandemic. We engage with professional partners to work collaboratively on activities that require specific areas of expertise. For example, we work with several writing communities to organize workshops on writing short stories or books for contributing content on Wikibooks.
Looking at the community, we learned that the approach through grant programs and financial support has been promising. Both individuals and communities expressed interest in the grants and financial support. However, the grant program for individuals in the form of phone credit may need to be discontinued as it may draw people in for the reward rather than the volunteering spirit.
3. What challenges or obstacles have you encountered so far?
- Some of the challenges we identified over the past six months are as follows.
First, resource availability to execute the proposed activities seems to be the main challenge. We invite the community to resume in-person activities, such as meetups, to strengthen their preparation for hosting in-person training. During the pandemic, community members have become disengaged with online activities, which has impacted their engagement. We also leverage new volunteers, especially former WikiLatih Daring participants, to boost their engagement and participation in the upcoming activities.
Second, technical aspects of online training and campaigns. Technical issues, such as IP address blocking and a slow internet connection, were the main problems. We also noticed that some users who received internet credit grants were using sockpuppet accounts, which requires further investigation. The UI/UX of Wikimedia projects that are not very welcoming to new users is also a challenge for new users. We would need to guide some participants to create and upload oral articles or contribute to Wikibooks.
Third, some local institutions' layers of bureaucracy were challenging to run the activities. For example, some cultural and educational institutions require an official letter before permission can be granted. Others might not consider our proposed activities as a high priority for them.
4. Please describe how different communities are participating and being informed about your work.
- In publicizing the activities, we set up a page on Meta or other websites to share with them information about the activities or events we are conducting.
When the information on the page or website is deemed complete for public dissemination, we use the major Wikimedia Indonesia social media channels and specific program accounts to circulate the news publicly. For Wikimedia community members, we have a particular channel on WhatsApp where the contact person for each community will receive the information to be spread to their fellow community members.

5. Please share reflections on how your efforts are helping to engage participants and/or build content, particularly for underrepresented groups.
- This semester, we measured participant engagement during Wikipedia training sessions, meetups, and online meetings. Of the 20 training sessions organized online and in person, 84% of the participants actively participated. They created user accounts and user pages and edited and created more than one Wikipedia article. The other 16% of participants only created an account but did not make any edits, nor did they create an account on Wikipedia. In the meetup, which is a regular community gathering, 97% of participants actively edited during the meetup, while the rest participated in a passive manner (did not make edits).
We learned that the majority of community members conducted their activities and completed them with grant funding. All communities actively organized monthly community meetings and maintained their social media. In addition, they have initiatives to develop projects other than Wikipedia, such as Wiktionary (Banjar, Gorontalo, Padang, and Bandung communities). As such, the Wiktionary of Banjar and Gorontalo languages was released recently. Furthermore, two communities (Banjar and Bandung communities) are interested in learning LinguaLibre and incorporated it into their Sundanese and Banjar Wiktionary.
6. In your application, you outlined your learning priorities. What have you learned so far about these areas during this period?
- From the challenges outlined above, we learned the key findings as follows.
First, we need to secure the resources to deliver the planned activities. These arrangements should be made before the grant period starts so that we are ready to run the activities when it commences.
Second, we were unable to do many technical aspects as they were beyond our reach. However, we can only predict the problems that may emerge and prepare workarounds. These are not particularly long-term solutions, but they are workable.
Third, when working with external organizations, we would likely need to approach them as early as possible to mitigate the extensive stream of conversations and dialogue between the two organizations. We may also need to understand their focus areas from this year to years to come.
7. What are the next steps and opportunities you’ll be focusing on for the second half of your work?
- The university Wikipedia training has only been organized in one or two events. We consider that our pilot project, KlubWiki, offers an opportunity for collaboration with educational institutions (such as universities) in the long term. Besides, it could potentially increase the retention of its members. While it was unplanned, in the next semester, we will observe and evaluate the implementation of KlubWiki, which has already been established as a foundation for the upcoming programs.

9. Are you having any difficulties collecting data to measure your results?
- No. However, our team noticed that the data counted using the Outreach Dashboard and manually counted had an enormous difference in numbers. This is particularly true when measuring the number of pages edited on Wiktionary.

- Yes

- We invited community members to mentor the trainees in the two-week online Wikipedia training. This is to strengthen the community's mentorship skills.
We also allocate some dedicated courses for community members. One is a Wikidata workshop for the community to introduce them to Wikidata.

- Some expenditure items may increase in the second half, and we would like to anticipate the unused or underspent budget to be reallocated to the necessary budget lines.
We would also like to mention that the spending listed in the financial report document using the template may not reflect the expenditure recorded in the general financial report. We are pleased to clarify this if necessary.
16. We’d love to hear any thoughts you have on how the experience of being a grantee has been so far.
- We greatly benefited from this grant as our ongoing efforts to promote Wikimedia projects to the public will continue throughout Indonesia. The WMF Program Officer and the ESEAP grant committee also stepped in to help us make this happen. In addition, the Program Officer was available to answer questions or assist us on matters we could not comprehend.
