*Wikipedia Education Program
自2014年與政大世界民族誌課程合作以來,WMTW或台灣社群已經連續三年進行都有教育專案課程在執行。去年台大成立學生社團後,教育專案的課程數量有顯著成長,包括政大、台大、慈濟三所大學共有7門課程加入教育專案,為維基百科帶來超過100個新註冊的帳號,以及90多篇條目被更新或創建。
Since cooperation with the NCCU course "World Ethnography" in 2014, WMTW and Taiwan Wikimedia communities have run education program 3 years. After the wiki club of NTU being set up last year, the number of courses in WEP is increase significantly. 7 courses in 3 school (NCCU, NTU and TCU) joined the program, brought Wikipedia more than 100 new users, and more than 90 articles had been established or improved.
WMTW因此針對台灣四所大學教育專案在2016年第二學期(2017年2月至8月)的合作情形,做出了質化研究報告。我們聽到社群志工反應他們工作過重,需要協會提供更多的資源。如果我們不能在今年對這些需求提出具體的回應,很有可能會因為志工累垮,而使得教育專案的發展受挫。因此我們今年將教育專案列為重點發展目標,並且配置新增的雇員人力,希望能完成基礎建設,讓教育專案可以永續發展。
By the situation, WMTW have made qualitative research reports on the cooperation of the four Taiwan university education programs in 2nd semester of 2016 academic year (February to August 2017). We hear volunteers talking about that they are over-loading and need more resources from chapter. If we can't make some specific responses to these needs this year, WEP in Taiwan may be foiled because volunteers burn out. For the reason, we will focus on education program with new staff input. We hope the base installation of WEP can be established this year, to let WEP has the capacity of sustainable development.
此外,台灣從2014年組織國際醫學條目翻譯計畫的社群,目前已譯完300多個任務目標,數量為所有語言版本第二。在這個專案中,許多參與者是來自醫學院的學生,所以2018年我們也會以教育專案的資源支持他們。目前這個計畫有幾位穩定的譯者,但是將翻譯成果編入維基百科頁面的志工只有一位,需要在擴大翻譯團隊的同時,也增加能夠協助維基化的志工。
Otherwise, we organized Taiwan task force of WikiProject Medicine since 2014. The task has translated more than 300 articles to Chinese Wikipedia, the number is 2nd of all language versions. Most volunteers of this project are students study in College of Medicine, so we'll support them by resources of WEP. There are several active translators in the project, but only one volunteer move the translated text to Wikipedia. Beside increasing the number of translator, we need more volunteers who can help Wikify at the same time.

This program will be the top priority of WMTW in 2018. That is to say if we can get the amount we expect in the grant, we'll decrease the goals of other program, to make sure all the goals of WEP can be reached.

*GLAM Partnership Initiative
台灣維基社群過去只有少量與館聯機構的接觸,館聯機構對維基社群的支援,只有讓社群參觀時可以預約解說員,或是在活動需要時出借圖書。不過,在2017年末,李梅樹紀念館(李梅樹是一名已去世的台灣知名畫家)向我們提出合作邀請,要捐出所有館藏的數位檔給維基媒體;此外線上圖庫網站有意捐給維基100個照片及影片檔案,我們尚未開始進行大規模的上傳與整理。
Taiwan Wikimedia community has little contact with GLAM organize before. The only support we get from GLAM are docent reservation or book lending when need for active. However, in the late of 2017, the Li Mei-shu (a deceased known Taiwanese painter) Memorial Gallery invite us a cooperation project to donate the digital files of all collections to Wikimedia movement; and a on-line Gallery want donate about 100 photo or video files to Commons, but we haven't started to sort out and upload them on a large scale.

*Marginal Communities Facilitation Program
2017年WMTW補助了5個社群,加上其他沒有補助的社群,全台灣總共完成了超過600場的活動,擴充條目250條以上。分析了去年的成果後我們發現,地方聚會的發展受限於人力,提供資源未必能夠擴大影響力;學校社團與有特定主題的社群比較具有潛力。學校社團的發展我們將移入教育專案處理,而在社群的發展上,2018年我們會更注重「多樣性」的社群拓展。
WMTW re-grant 5 communities in 2017. All communities with or without re-granted by us hold more than 600 events, and improve more than 250 articles. Analyzing the outcome of last year, we find that local community can not increase its influence necessarily even we input some resource, because the limit of manpower. Student club or community with some main themes have more growing potential. The work pushing student club has been moved into Wikipedia education program, so we'll pay more attention to push marginal communities.

By the outcome in 2017, 4 themes will be the top targets we want to push. They are gender, small languages, photography, and MediaWiki programing. We choose these themes because they all had a little result before.
性別的部分,女性社群「薇姬的房間」每個月的聚會有5位參與者會穩定出現,每次聚會人數在8-15人之間,是很穩定的社群,也有能量舉辦藝術與女性主義編輯松。在2017的下半年,她們已經自主安排聚會活動,不再需要WMTW行政上的協助。2018年WMTW可以與這個社群配合,更專注在增加這個社群的影響力。例如2017年我們為婦運組織「婦女新知」舉辦了寫作教學、邀請「女科技人學會」提供台灣女性科技人傳記寫作的文獻。今年我們可以再尋求跟這兩個團體的合作,並開發其他的合作夥伴。
About gender, the women community "A Room of WikiWomen's Own" have 5 fixed members and about 8-15 participants in their monthly meetup. It's a stable community and energetic enough to hold Art and Feminism Edit-a-thon. They can hold meetup by themselves without helping from chapter in the 2nd half of 2017. We can work in coordination with theme, and focus on increase their influence. For example, in 2017, we hold a editing class with "Awaken Foundation" (a gender movement organize), and invited "The Society of Taiwan Women in Science and Technology" (TWIST) to provide some reference about biographies of Taiwan women in science and technology. We can still work with these two organizes and find some partners else.
小語言的部分,我們與政大原民中心合作進行台灣原住民族語言的維基百科孵育專案,在台灣16個原住民族中,一共有5個族曾經被孵育場認為是「活躍」的社群。政大原民中心有意持續這個專案,希望能夠真的成功擁有幾個族語旳維基百科。
About small language, we are running project of incubating Wikipedia in Taiwanese aborigines languages with ALCD of NCCU. The are 5 during 16 aborigines languages were maintained the most active communities by Incubator in 2017. ALCD of NCCU consider to continue the project, and wish that some aborigine people can successfully have Wikipedia in their native language version.
2017年我們也成功主辦了WLM、WLE的攝影賽事,還有開發了動態組字系統以便於顯示台語、粵語中不存在Unicode編碼的漢字。我們希望像多媒體、程式這一類的貢獻者也能夠形成社群。
In 2017, we also hold photography competition WLM & WLE, and developed IDS (Ideographic Description Sequence) system for MediaWiki to show some Chinese character without Unicode which are used in Southern Min or Yue Chinese. We hope some communities of multimedia or technology will be created by contributors.

The Wikimedia communities in Taiwan have reach sufficient momentum, we will focus this year to make them more diverse. Especially the diversity of language, gender, and the way of their contribution (which means not only text content, but multimedia or technology side of contribution).

2018我們計畫增加1FTE的職員。其中0.5FTE是來自去年以自籌款項雇用的行政人員。這個職員已聘雇兩年,但去年因為Simple APG只給予 1 FTE,我們以自籌款項支付,今年希望改由Simple APG支應。另外0.5FTE是教育專案的經理人,他的工作在下一節敘述。
We plan to add 1 FTE staff in 2018. 0.5 FTE is from administration who hired by self-raising income last year. The staff actually is hired for two years, but cause the grant only gave us 1 FTE last year, so we raised his paid from other side. We hope that can back to simple APG this year. Another 0.5 FTE is for education program manager, his work is in the next section.

Education Program
- Overview
The Education Program grows rapidly in 2018. The number of our partners has increased; we know more about the students in the program; and we are more familiar with the process of executing projects.
The new partners came from Nanhua University (NHU), National Chung-cheng University (CCU) and National Chung-hsing University (NCHU), and brought us a large numbers of newly registered Wikipedians. Although the workload of staff has increased by the big amount of students, it has not hugely increased of the work hours of staffs because of our accumulated experience over the past few years. The staffs' experiences were also recorded in Chinese Wikibooks to help future education program leaders.
We have completed a research on the impact of the Education Program to participated students. By interviewing six participants in the Education Program and estabishing the models of their editing experience. We fonud that Taiwanese students have similar situations which like 11 findings in the New Editor Experience Research published by WMF, and knew more about how the teaching methods developed by staff are useful to them. That's helpful for us to plan what we need to improve in the future.
The development of medical translation projects has stagnated. One of the organizers burned out due to exhausted by a long term troll in the Chinese Wikipedia community. Although the staff have asked her to pass the problem to us, but that still reduced her enthusiasm. The incident caused some trouble for the development of the project.

- Lesson Learned
- Several goals have not been reached, they are all related to human resources. It's hard for us to find students who want to be a organizer as a founder of student club or an assistant of course, only if the teacher hired one. This is not only because of a more "passive" approach in Taiwan's learning culture in campus, but also one of the possible reasons is that we can not make editing Wikipedia more attractive to students. In the short term, we will reduce students' expectations when they join the Education Program, especially in clubs. In the long run, we need to have more conversations with students to find out the motivation that can make them be interested in organizing and administrative tasks such as grading and polishing the drafts. Additionally, harrasing trolls may also make the low human resource problem worse. Even if the chapter intervene in time, it is still difficult to avoid the negative emotions of the organizers. We need to train the organizers in "peacetime" so they are psychologically prepared for the possible harrasing they may encounter.
- The increase in partners may prove that the information we provide to teachers is convincing to them. They can understand how to start an education program easily, and believe the program is helpful for students.
GLAM Partnership Initiative
- Overview
The result of GLAM program is significantly higher than what we expected. We didn't have much experience about GLAM before 2018, so we just wanted to find a few parters, run some pilot projects and experiment what will happen. However, in the process of working with Li Mei-shu Memorial Gallery, we have an in-depth understanding of the structure of Wikidata and its huge potential to use in GLAM.
Li Mei-shu Memorial Gallery donated over 200 pictures, including Li's oil paintings and historical documents. We held 10+ events, and more than 40 newly registers learned how to be a contributor of Wikimedia Commons and Wikidata. In addition, Wikimedia Taiwan & the gallery have a lot of conversations about how can GLAM use these data that been uploaded by us. The detailed conclusions can be found on this page.
We also reached other 5 GLAM organizations in 2018. Daxi Wood Art Ecomuseum has already decided to cooperate with us in 2019. The project will focus on support local residents to edit a textbook of local history on Wikibooks. A group of descendants of painter Lu Gi-zen tried a Wikimedia Commons workshop and plan to hire a part-time staff for the donating work on Lu's creations. The National Human Rights Museum also invited us to set up a promotional booth at the opening ceremony.

- Lesson Learned
The most important thing we learned in 2018 is that GLAM project can not only ask GLAM to open their data or knowledge, but also help them to get more knowledge. This has been explained in the learning story.
Otherwise, we try to collect what are the main focus of GLAM organizations care about while collaborating with us. It seems like that they do not focus on how many people can see their collections via Wikipedia. They are more concerned about whether the informations on the Wikimedia projects can enhance their educational functions.
Marginal Communities Facilitation Program
- Overview
We have kept a good track record in the development of gender-diverse community, unexpected development of programming community. The devolopment of minority languages communities and photography projects had cooled down.
The Wikiwomen Taiwan (a.k.a "A Room of WikiWomen's Own") has made many interesting projects on its own in the past year. In March, they held the Art + Feminism Editathon with a local women targeted digital media "Womany", and 4 NGOs of gender equality joined the event. Because of the success of A+F, National Alliance of Taiwan Women's Associations (NATWA), an empowerment organization for feminism group, invited us to hold 4 workshops for editing biographies of women. Asia Art Archive also contacted us to have some cooperation.
The development of programming community was not smooth in the beginning. We held an event with the Open Source Club of National Taiwan University in the first half year to train participants to learn how to set up a Wiki server. However, we didn't have any further cooperation after this event. However, a new opportunity appeared in December. We have inputted a lot of data in the GLAM project, and wanted to find new ways to use them. For that reason, we proposed a programming project at G0V hackathon, a well known hackathon for open source communities in Taiwan. The project will be continued in 2019, and could be a good entrance for programmer to begin and contribute to Wikimedia movement.
We designed some plans that may promote WLE & WLM, but those plans need work with some other groups that focus on environmental issues or historical research. The groups we tried to reach were busy or not highly interested in our proposal. We have still finished these two photo competitions, but the number of photos received was not increased then the photos received in 2017.
The project of incubating Wikipedias of Taiwanese aborigines should have continued in 2018, but our partner Aborigianl Study Center (ALCD) need funding from Ministry of Education to support the expenses of workshops and the funding was delayed. We still do something that can help maintain the momentun of the project, for example, we have connected SIL which in charge of the ISO language code to discussed the problem about the iso 639-3 code for Sakizaya language. (The language used code "ais" before, but that was for Natoran, a dialect of Amis, a different people then Sakizaya. Now, it just got its own new code "szy" on 25 Jan 2019.) However, no workshop was held in 2018, and that slowed down the growth of the articles on Wikimedia incubator.

- Have 3 events with Taiwan NGOs that forcus on gender movement. 30 participants (10 of them are staff or long-time volunteer in NGOs) including 10 new registed user.
- Reached. 4 workshops was held and there were 62 participants (50 newly registed), over half of them are staff or long-time volunteer in NGOs.
- Start an online community for programming MediaWiki, with 20 members and 1 offline meetup.
- Not reached. We had 2 offline meetup with 15 participants, but they didn't become a community yet.
- Hold 2 international photographic competition to increase 1000 photos on Wikimedia.
- Reached. 2 competitions, 1,454 photos.
- Lesson Learned
The experences in 2018 teached us that devoloping marginal communities is very dependent on partners. The WikiWomen community attracts many partners because of past achievements, and they got abundant results. The other projects had no resource to maintain, because of the limitation or set backs of the partners' end. This does not mean that we have no responsibility on these for such development. It means that we should pay more attention to communicate with our partners, so we can find the "pain spot" they really do have, than the success rate of the projects of this program will increase naturally.
We have learned that if there are some existing tasks that can be challenged, the programmers will have a higher willingness to work with the Wiki community. The reviewer of Wiki Loves Monuments also told us some associations that interested in monumental researching, so it might be helpful for us to reach out to them next year. We have reasons to believe that we will perform these two projects better in 2019.
