Introduction

Wikimedia Taiwan apply Simple APG since 2017. In these three years, our business has a big growing by the stable funding source. The most obvious changes are the increase in partners and the improvement of internal governance.

Several things in 2019 can prove that our influence is increasing to make us get more and more partners. The Chemical Society Located in Taipei (CSLT) cooperate with us on the International Year of Periodic Table of Chemical Elements (IYPT), to translate the articles about all chemical elements. Two art organizes and 1 museum discussed some cooperation with the Wikidata community, and one of them, which is called Taiwan Art Gallery Association, has signed MOU with us (see the second program below). The Ministry of Culture Taiwan joined the Wiki Loves Monuments 2019 and has a high rate to hold it together again in 2020.

Because of the growth of workload, we need to push the communities to plan and run more projects. In passed 2 years, organizers from Wiki women and Wikimed became our board members, to help us work with communities. The two communities can plan some big events such as Art and Feminism Editathon by their own power. The organizer of GLAM project touched Wikidata last year, then he was excited in it and invested in the development of the Wikidata community actively. These stories show that our transformation in governance should be in the right way.

We also had more strategic works in 2019. We had a research and plan a 3-5 years strategy for education program, and some metrics and plan to track the healthy of communities. Both the two works should be continued in 2020.

We can see that we will still grow in 2020. Because not only the projects mentioned above will start or continue, but we will also have more work to do in international exchanges. As one of the few Chapter in ESEAP region, we know that Taiwan must play an important role in Wikimania 2020 in Bangkok.

In the passed two plans of Simple APG, we divide all the work into three projects: Education, GLAM, and Development of Community. Now we made some minute adjustment on the three projects, and add a new project about international cooperation. We also need add 1-2 more FTE staff to cover these extra works. 1 full-time staff is the minimum demand, and another 2 part-time staffs is ideally.

Education

WMTW did a survey this year to observe that students from high schools and universities have what kinds of opinion toward Wikipedia Education project. According to the results, the biggest incentive from education program for Taiwanese students is that they feel that editing Wikipedia can improve their personal abilities. We also found more useful information. For example, students hope that the design of the course can let them have more rights or power to decide their own learning. And they also have their own opinion about the time cost for finishing homework and the how to score.

According the survey, WMTW will focus the 3 strategy goals on education program in the next 3 years.

  1. Make the relationship between the course design and the development of student’s ability clearer.
  2. Improve the design to make the success rate can be higher when students edit an article that choose by theirself.
  3. Push more schools have their own Wikimedia student club or promotion ambassador.

The SMART goal for this year are:

  1. Finish a study on the relationship between Wikipedia education Program and students' ability improvement before Sep.30.
    • Including 1 report and 1 promoting slideshow.
    • The students as research targets must come form at least three different courses, including the liberal arts and sciences both.
  2. Design 3 lesson plans with teachers before the end of 2020. The new lesson plans will be models for promotion .
  3. Hold an event that can help WMTW know the distribution map of Wikimedian in the schools across Taiwan.
    • Can be editing contest, survey or any other else.
    • Be hold before Sep 2020.
    • At least 100 students participate it.
    • A visual report based on participation will be published in Oct.

GLAM and Wikidata

The development of Wikidata Taiwan community was put in the community diversity before. Due to the characteristics Wikidata projects have: having strong relationship with GLAM projects and GLAM organizations provides lots of structural data to be uploaded. We decided to merge these two into a project in 2020.

WMTW already sign the contract with Taiwan Art Gallery Association to assist them reorganize their materials, upload to Wikidata and build up a visualization website. Besides, the projects Wikidata Taiwan runs in 2019 will keep running.

To encourage the community deelopment, WMTW hope to achieve two strategy goals.

  1. Encourge Wikidata communities holding more activities.
  2. To make the editing of Wikidata become easy to learn and practice.

To achieve the goals listed beyond, WMTW is going to:

  1. Buildup a complete Traditional Chinese Wikidata introduce and guide pages.
    • Discuss the page structure and content with the community before March. Create all pages and have the most basic text message before June. And the expected content is completed by November.
  2. We would like to encourage Wikidata Taiwan community cooperate with different projects such as Female and Artists, Wiki love earth, Wikipedia Asian Months, to hold competitions and provide some rewards to participants.
  3. Complete the cooperation with Taiwan Art Gallery Association and share this amazing experience with all Wiki communities.

Diversity and community health

WMTW has some achievements on assisting the development of community/project health: We created the community health measurement scales to assist them describe their situation easily. We complete the cooperative projects with Taiwan Ministry of Culture. We also developed regular LGBTQ meetups. When it comes to local languages, Sakizaya, one of Taiwan aboriginal languages, success to incubate their own Wikipedia finally.

WMTW want to base on the achievements we already have to push communities becoming more diversity and healthy

To the diversity part, our strategy goals are:

  1. To make all Taiwan communities understand what diversity’s purposes are.
  2. Guide Taiwan communities to speak out there ideas and hang on the proposals of making community diverse.

To the community health part, our strategy goals are:

  1. Create and maintain a newcomer-friendly environment.
  2. Set up the CoC for Taiwan communites.

WMTW will take the following actions to achieve our goals”

  1. Set up the CoC through meeting with all communities, make sure there are diversity purpose and suitable CoC for all situation.
    • 3 meetings will be hold before June, to discuss the detail of CoC with volunteers, organizers and experts from the legal, gender, and ethnic areas.
    • 1 CoC template and 1 guide for how to design a CoC will be published before August.
  2. Encourage all communities to hold 5 or more events which can improve the diversity.
  3. Making newcomer-friendly teaching materials (eg: videos, pictures and so on)
    • Published a list or map for teaching materials on Chinese Wikipedia before June.
    • Increase 6 materials before the end of 2020. 1 materials means a 1-3 mins video or 5 pictures.

International cooperation

Wikimania 2020 will be held by ESEAP union in Bangkok, Thailand. Though Wikimania has its own committee team, WMTW plans to create a project can build up the connection in all the process of Wikimania preparation to provide more assistance, also, enhance our international connections.

The strategy goals of this project are:

  1. Import the Taiwan community human resources to Wikimania 2020
  2. To promote and encourage the collaborations between Taiwan and ESEAP regions, also the WAM.
  3. Make global Wiki communities know more about Chinese Wiki communities

To achieve the goals listed beyond, WMTW will

  1. Translate and publish the information of Wikimania 2020 regularly, and recruit the Taiwan volunteers to participate in committee team when the committee needs a hand.
    • 1 or more post per week before May, and 5 or more posts per week till the conference end.
  2. Set up sub-content in WAM to promote more Taiwan related articles can be seen and translate into different languages.
  3. Publish regularly to introduce the current situation of Taiwan communities (e.g. Submmit to WMF blog, Outreach Wiki, e-newspaper, mailing list and so on.)
    • 1 post per season if we don't have a part-time staff for international connecting, or 1 post per month if we have it.

      • Going on. We have done some survey and get some data, but there is no science course we work with in the first half year. Cause we need more samples, the report may be delayed until October.
  2. Design 3 lesson plans with teachers before the end of 2020. The new lesson plans will be models for promotion .
    • Not yet.
  3. Hold an event that can help WMTW know the distribution map of Wikimedian in the schools across Taiwan.
    • Can be editing contest, survey or any other else.
    • Be hold before Sep 2020.

      • Not yet, but it will be postponed a month to stagger the time of Wiki Loves Monuments.

GLAM and Wikidata

      • Done. The community use HackMD, a markdown collaboration platform, as their homepage. So that they can update the web by every member. Please see Here.
  2. We would like to encourage Wikidata Taiwan community cooperate with different projects such as Female and Artists, Wiki love earth, Wikipedia Asian Months, to hold competitions and provide some rewards to participants.
    • Not yet. Because the Art and Feminism Editathon have been delayed to October for preventing diseases, the first project we planed to do is delayed too.
  3. Complete the cooperation with Taiwan Art Gallery Association and share this amazing experience with all Wiki communities.
    • Not reached. This project has been cancelled by TAGA because the disease.

      • We have finished all 3 meetings and published the Code of Conduct Taiwan. The other works will be continued in the second half year.
  2. Encourage all communities to hold 5 or more events which can improve the diversity.
    • Not yet. There is only 1 meeting hold by cooperating between Wikidata Taiwan and WikiWomen Taiwan meet the requirements. The meeting increase the participation of female editors in Wikidata and also added a lot of information about female figures in Taiwan. As the frequency of events recovers in the second half of the year, we will work hard to promote such meetings.
  3. Making newcomer-friendly teaching materials (eg: videos, pictures and so on)
    • Published a list or map for teaching materials on Chinese Wikipedia before June.
    • Increase 6 materials before the end of 2020. 1 materials means a 1-3 mins video or 5 pictures.
      • Not yet. But we have started planning.

International cooperation

    • Done. We have designed two three-hour modules and a six-hour module for junior high school, high school learning Wikimedia commons, and learning Wikipedia writing.These courses will be applied to the courses in February and March 2021

    • Failed.Because the Wikidata community has many cooperative activities in the second half of the year, there is not enough community manpower to support other activities. During this period, the Wikidata community also found seven cooperative units and held Wikidata Cross-Domain Forum.

    • Done.In the second half of the year, we held three workshops related to the Hakka group in Taiwan, and two meetups to discuss how Taiwanese can participate in the Wikimedia project.

    • Published a list or map for teaching materials on Chinese Wikipedia before June.
    • Increase 6 materials before the end of 2020. 1 materials means a 1-3 mins video or 5 pictures.
      • Almost done.The filming was delayed due to the epidemic. At present, the filming has been completed, and the remaining post-production work will be launched soon.
