Hello, dear stewards.

Requests for "Global unblock" and "Global IP block exempt"

I've made few requests for:

1) "Global unblock" of IP-ranges for my account [1] (11:37, 21 August 2024 (UTC))

The replies from sewards were:

  • the open proxy can not be unblocked,
  • try to apply for "global IP block exempt"

so I've apply for "exempt":

2.1) "Global IP block exempt " [2] (12:24, 21 August 2024 (UTC))

2.2) (and second try) for "Global IP block exempt " [3] (07:33, 22 August 2024 (UTC))

But my requests, were rejected, with message: "see your multiple declined VRT tickets. "

As I undestand, the reasonning was, that I should apply for "unblocking" or "exempt" using my private (local, i.e. physical) IP.

But I refuse to accept such an answer, since I have right not do disclose my personal information, such as: physical job address, school address, home address etc.., and local IPs are linked to such information. And furthermore: Wikipedia didn't officially ask users for application of such information.

So , I'm applying here to have an extended answer: Why can't I have an exempt for my account to overpass Global IP block?, and to be able edit wiki project.

Now I have conversation on my page: [4]. And I will be blocked if I try to do any other request for "exemption" or "Global IP unblock".

In this new conversation, arose a question about blocking of my account at uk.wiki, by: RajatonRakkaus, Shiro D. Neko, which is pretty brutal and unfair, without any desire form them to have any reasonable conversation:

There I was blocked for infinite amount of time, without having possibility to defend myself, with systematical vandalization of my edits.


Actually we have a situation when a group of people in Ukrainian Wikipedia usurpates administrative power, and misuse their administrative privileges. So:

  1. My account is blocked on Ukrainian Wikipedia for infinite amount of time, through unfair decision, with misusing wiki-rules.
  2. I don't have a possibility to defend my account on ukrainian platform, Or make an Arbitration request, since I'm blocked there.
  3. I don't have possibility to develop my account, to became an administrator, or receive another status.
  4. I don't have access to other wiki projects, since there is Global IP block.
  5. And we have a situation where we have some usurpation of administrative power at Ukrainian Wikipedia by some administrators.

Dear stewards, could you help me with this problems?..

The relevant policy is No open proxies. You don’t have to tell anyone your real IP, but you also don’t have a right to use proxys. If you finde some which aren’t blocked, you can use them, but if your proxy connection is blocked, you will need to deactivate it to edit or comply with steward instructions in order to get GIPBE.
Asking for details regarding the IP via VRT is common practice to prevent abuse. If you don’t want to share those details (which is your right of course), there is no chance of getting the IP block exemption.
Regarding your complaints about local admin actions: Meta is no instance to overrule local admins. You will need to use local dispute resolution processes. Only in case of systemic issues the global community may decide to intervene, but that would require admin abuse affecting many different users over a longer time period and not just you disagreeing with admin actions concerning you.
It’s not apparent to me that there are any systemic issues, thus I see no basis for this RfC, neither for your global nor your local complaints. Johannnes89 (talk) 15:25, 2 September 2024 (UTC)[reply]
