- The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
- The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).

Proposal
editCyrillic Azerbaijani is one of the writing styles of the Azerbaijani language, others being Latin and Arabic. Both have Wikipedias of their own (here and here). Cyrillic Azerbaijani is written mostly in Russia, by 1.400.000–3.000.000 people. Apart from that, many Azerbaijanis (mostly older population) have a hard time reading in the Latin alphabet, as the country used Cyrillic from 1939 to 1992. Currently, the Cyrillic Azerbaijani does not have a separate ISO code. --► Sincerely: A¥×aᚢ Zaÿïþzaþ€ ⚔ (hail sithis!)

- According to SIL and therefore ISO 639-3, that's a different language. Certainly, the decision to create the Wikipedia was done on that basis, and even if it was in error, will not justify creating another Wikipedia in a language already open.--Prosfilaes (talk) 09:12, 31 May 2019 (UTC)

- Oppose Unnecessary. Cyrillic Azerbaijani is only used in Dagestan by some 150.000 Azerbaijanis, not in the whole Russia. Script converter is much better option. --Verman1 (talk) 01:03, 30 May 2019 (UTC)
- Does anyone have the time and willingness to do this? The technical parts are technical, and the existing Wikipedia community has often objected loudly to the concept. Cf. Romanian and Moldovian (Cyrillic Romanian).--Prosfilaes (talk) 09:12, 31 May 2019 (UTC)
