The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).

Settings
Project name	北部吳語維基百科	"Northern Wuu Wikipedia" in your language
Project namespace		usually the same as the project name
Project talk namespace		"Northern Wuu Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads	no	Default is "no". Preferably, files should be uploaded to Commons. If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin"). Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo		This needs to be an SVG image (instructions for logo creation).
Default project timezone	euro/london	"Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)

Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

Dear everyone:

When you read the proposal,please trust it's really that I feel tired and helpless.Because I think engaging in running a newwiki is easier than dealing something about jurisdiction for me.Facing dictator,inaction stewards a long time,I feel physically and mentally exhausted.

I can't believe that it's wikipedia,although it says it is 'the free encyclopedia that anyone can edit'.Nobody agree forbiding his own mother-language,you too,i think.But!On wuuwiki,Hercule&Stevenliuyi set the dialect themselves and forbiding others use their mother-language,and Hercule&Stevenliuyi is one doing not speek wuu!Even if a lot of dialects in these they forbided is legalized as Intangible Cultural Heritage by UNESCO!All of they said is antihuman!Choosing and using language freely is everyone's basic human rights.But...When the justice can't be protected on wiki,all of stewards do nothing only know it.I don't want to admit it is fact that WuuWiki is Hercule&Stevenliuyi's private toys,but it's fact,really happened.Hercule&Stevenliuyi wins,and wuuwiki is their owns successfully now.

1.Outsider managing wiki should be temporary.Because his no knowledge about local language,mistake will produce usually.

2.Hercule&Stevenliuyi had done obvious abuse action.

3.A lot of editors who has enough ability to edit wuuwiki was fored to leave by Hercule&Stevenliuyi.

Considering these,and protecting value wuu dialects,I had done my best.I almost had done everything I can.

I have no choice without creating newwiki.Anyone complaint from different users has no effect online and offline.

I'm writting a complete plan for newwiki,and it will be completed soon.It's a plan how to reform wuuwiki,and it will return real freedom and justice that they should have been to have to everyone.

Maybe someone will censure me because this action will divide wuu.But I will tell them:If this action can't be done,wuu will dead.And it does,we can protect a half dialects about wuu at least.Although it's named 'North Wuu',every wuu editor can edit by his mother language here.

Hercule&Stevenliuyi damage wuuwiki 5 years,and wuuwiki had no development that it should have been.And on this newwiki,we can do everything being beneficial to wuu.

We must save wuu by ourselves,not inaction stewards and not even dictators!

There seems to be no evidence that a separate "Northern Wuu" language would exist. Creating a new project is not the right way to solve problems with an existing project, if there is no discernible difference in the language. --MF-W 16:38, 24 August 2013 (UTC)[reply]

Oppose Northern Wu is just a dialect-group of Wu(Wikipedia Wu), and the phraseology of Wikipedia Wu is Northern Wu(Shanghai, Suzhou and other dialects), also "Northern Wu" has not a independent code of ISO 639-3, so it need not to set up "Wikipedia Northern Wu". --Cehkuon (talk) 10:56, 24 June 2018 (UTC)[reply]
