Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

  • Warning! This is not the place to ask for locks based on your opinion that someone is disruptive. Global locks are used exclusively against vandalism and spam, not because of content disputes, not because you think that someone deserves to be globally blocked. Please describe abusive activity of an account before reporting them here. Since stewards are often not active at projects the reported accounts are, things that seem obvious to you may not be equally obvious to the reviewing steward.

Global lock for David C. S. and sockpuppets

See also my talk page on Commons. David C. S. was a long-time Commons contributor who repeatedly, for years, uploaded copyright violations, particularly coats of arms and other Ecuadorian emblems. They were caught several times, blocked and ultimately indefinitely-blocked. They then resorted to using sockpuppets on Commons, while using his main account to edit other projects, like Wikidata, to insert their new uploads. Given that they are still active on some projects with a large amount of edits, I think this is rather a case for requesting a global ban instead of stewards just applying a global lock. Johannnes89 (talk) 13:55, 23 March 2025 (UTC)Reply
They've been recently expelled (i. e. indefinitely blocked) from the Spanish Wikipedia along with the active sockpuppets they had there. Maybe an alternative would be to just lock, for now, the sockpuppets. Bedivere (talk) 02:58, 25 March 2025 (UTC)Reply

All of the above accounts belong to the same person. He was involved in intimidation/harassment, vandalism as well as mass denunciation to Russian repressive agencies. Today with a very high degree of certainty he came again from a new account Акура. Currently, in total, he is blocked from three Wikimedia projects: Ruwiki (1, 2, 3, 4), Commons (1,2, 3), and Wikinews ( 1, 2 - blocked today). Please kindly globally block those accounts.
