Remove has been completely inactive since October and did not even create his own statement. I also still hold Peter's view that not creating a confirmation statement should leave to removal, almost regardless of other things, as the user has had a full month to do so. There are differing interpretations of the inactivity clause of the steward policy and I would say that given we hold yearly reconfirmations it's much easier to just handle it this way.
