@03md: you are not blocked here on the meta-wiki, so our admins can't unblock you. The IP range you listed above is globally blocked as an open proxy. If you are using some sort of proxy, vpn, etc - stop using it and you should be fine. Global blocks/FAQ has more information about this. If there is some reason you must use this range there are a couple of options. (1) You can request a GIPBE at Steward_requests/Global_permissions#Requests_for_global_IP_block_exemption. (2) It appears you primarily only participate at enwiki, enwiki could issue you a local IPBE - or even completely override the GIPBlock on their project.
