Hello, as it's not a good idea to change the archives, I'm answering your question here.

You asked me "Could they be MEAT or not". Unfortunately, that's beyond the area where a CheckUser investigation is helpful. Since stewards working on various SRCUs are not regulars to whichever wiki it affects, they have little chance to perform behavioral investigation. For that reason, they only look at the technical data available, and offer their opinion based solely on the data. Of course, the community is welcomed (and invited to) to perform behavioral investigation to unravel more information.
