Dear Rkwon, thank you for your explanations on that page.
We chose to use the Community Logo for Meta in 2008 because we wanted to feature that shared community logo and identity. Some also specifically wanted a trademark-free hassle-free logo. Back then, as now, it was difficult for community groups to get permission to use and remix Wikimedia trademarks. The disadvantages of a tightly-protected logo were seen to outweigh the advantages. A hassle-free logo was also important to other community groups, such as the toolserver, which have made derivatives of it.
If there is a specific risk you hope to avoid by restricting use of the Meta logo, please share it. That could be a reason to switch to a new trademarked Meta logo. But I can't imagine a reason to retroactively change the stated purpose of the Community Logo - nor am I sure it is our place to do so.
