Hi. Why this edit? Why pinging a blocked user? By default a user get notification when someone edit the talk page without the need to ping the user. Do you have any connection to Ottawahitech? -- Tegel _(Talk) 20:47, 25 April 2020 (UTC)

The user has not been editing on this wiki for 10 days, but editing other wikis earlier today. So if the user has not changed anything in the settings they will still see the notification on other wikis that someone has left a new message here. As you say you will contribute productively on wikidata, I allowed the anon block to allow account creation.
