Wiki Movimento Brasil (WMB) is a Brazilian non-profit association affiliated to the Wikimedia Foundation. Founded in 2013, WMB seeks, among other goals: to amplify, improve and diversify the content and community among Wikimedia projects, especially Wikipedia; and support the role of social organizations in the open knowledge ecosystem. We present the following plan for 2025 in order to fulfill our mission.
Main Deliverables
Main deliverables are identity-shaping initiatives of Wiki Movimento Brasil for this year, typically associated with more profound learning processes. In each one of these initiatives, we have set success measures.
Success measures for main deliverables include, not exhaustively:
- Funding opportunities;
- Brand strengthening;
- Experimentation and learning;
- Long-term community capacity building;
- Under-represented knowledge focus;
- Impact topic framing;
- Guided by high levels of accessibility;
- Promotion of open source and science; and
- Promotion of information quality on the internet.
Main deliverables will be clearly associated with Sustainable Development Goals whenever this association is possible.
From the perspective of the community, a key motivation is to foster a sense of belonging and collective impact within our affiliate. Our understanding is that volunteers seek meaningful, collaborative work rather than just a leisure activity, so we have designed activities that boost engagement and volunteer recognition, while aligning with making Wikimedia more accessible to new audiences. A mechanism for this is to anticipate communication and promote informative content for community engagement.
Moreover, we aim to align our key deliverables with sustainable processes and networks. These deliverables are reviewed annually and often evolve into continuing projects. While it can be challenging to quantify network-based metrics in the short term, we anticipate that our main deliverables will foster thematic and local networks that support Wikimedia initiatives in the chosen region or topic in a mid-term and long-term horizon, and they are designed for this lasting impact. A mechanism for continuing engagement is to direct micro-funding opportunities to regions and topics we have worked with.
Wiki Loves Maranhão
Wiki Loves Maranhão is inspired by the success of previous Wiki Loves campaigns, aiming to spotlight the diverse cultural, historical, and natural wealth of Maranhão on Wikimedia projects. This initiative encompasses a strategic array of activities designed to foster community engagement, expand content about Maranhão with a methodology in which content gaps and relevant local knowledge are participatorily identified, and forge collaborative partnerships with local institutions and audiences, especially coming from educational contexts and underrepresented communities. These efforts are dedicated to enriching Wikimedia's knowledge base while encouraging broader participation in documenting Maranhão's unique contributions to Brazil's cultural heritage and in empowering its diverse communities. We are particularly interested in local-based activities with accessible editing, thus mostly relying on mobile contributing. As an experiment, to be confirmed, it might be worthwhile to expand the reach of the project and include activities related to the historical documentation of Maranhão in archives in Portugal, paving the way for new synergies and future initiatives. As Wiki Loves Maranhão is the last activity of this kind we will run in the current strategic cycle we expect to document learnings from this experience and the previous ones, with a special focus on assessing the sustainability of the community and partnerships that these campaigns spark.
The success of Wiki Loves Maranhão depends on cultivating a sustainable open knowledge community within Maranhão and addressing content gaps on Wikimedia platforms.

2026-2028 Strategic Planning
The 2026-2028 Strategic Planning project rests upon a participatory methodology to define strategic directions for Wikimedia in Brazil over the next three years. This initiative will build on existing documents, including the 2024 WMB Theory of Change and the process that informed the 2023-2025 strategy. The objective is to involve various stakeholders and utilize data-driven insights, collaborating with strategic subcommittees to shape the future direction, expecting to deliver learnings that improve mechanisms for effective participatory governance in the Brazilian Wikimedia movement.
Success for this strategic plan is the development of a multi-year plan that captures change we expect from Wikimedia in Brazil, that is produced according to the wiki way, that is, openly and collaboratively.

Portrait of Wikipedia Contributors
The project aims to provide an analytical portrait of Wikipedia contributors who edit in Portuguese. Through a standardized survey methodology, based on the work by independent investigator Pedro Rodrigues Costa [1], we intend to understand better the demographics, motivations, and challenges faced by individuals actively involved in editing and enhancing Wikipedia in Portuguese. We will rely on the standardized methodology as a mechanism to control for unexpected variables and to establish a longitudinal comparative framework. Data will support our strategic planning. A potential community-driven outcome of this research initiative is to more closely align the motivations for being an editor with the sense of belonging to an organized movement, such as an affiliate or a project.
Success in establishing a Portrait of Wikipedia Contributors may be measured by evaluating how we have reached a better analytical data portrait of contributors' demographics, motivations, and challenges.

Wikimedia Dissemination for Research Centers Program
The Wikimedia Dissemination for Research Centers Program intends to facilitate collaboration between well-developed academic institutions, especially research centers, and Wikimedia projects to promote the dissemination of research findings through open-access platforms. It aims to increase the accessibility and visibility of scholarly knowledge to the public and aligns with principles of open science. A rallying point is to progress our needs assessment understanding from the perspective of university stakeholders, especially scientists. This project intends to improve how we communicate our projects to this specialized audience, developing new communication resources. We are also informed by an understanding that across research groups, especially the most established ones, Wikimedia must be considered a means of combating misinformation.
Success in the Wikimedia Dissemination for Research Centers Program relies on the impact and reach of scholarly content integrated into Wikimedia platforms and the engagement of researchers with the Wikimedia community.

Lusophone GLAM Campaign
The Lusophone GLAM Campaign aims to enhance collaboration between cultural institutions and Wikimedia in Portuguese-speaking countries, with a particular focus on African countries. By fostering partnerships and driving digitization efforts, the campaign seeks to improve access to and preservation of Lusophone cultural heritage on open, collaborative platforms such as Wikimedia Commons and Wikidata. A longer term vision for this initiative is to develop and implement it as a network of partners, creating a self-sustaining collective of GLAM institutions that can thrive with our guidance and for which we can act as a helpdesk for inquiries and technical requests. There are intrinsical risks in any project to foster Wikimedia engagement where little engagement has previously occurred, and we see value in both achieving our goals and in documenting this process for further rounds of partnership building across the Portuguese-speaking world.
Success in the Lusophone GLAM Campaign can be assessed by evaluating the quantity and quality of cultural artifacts digitized and made accessible through Wikimedia platforms, the level of engagement and collaboration with Lusophone GLAM institutions, and the increased visibility and usage of Lusophone cultural content on global Wikimedia projects.

Redefinition of WMB's Visual Identity
Our goal is to realign our visual branding to more accurately reflect our mission, values, and current organizational narrative. We plan to implement a participatory approach, grounded in the collaborative research that has redefined our organizational persona, and engage various stakeholders to ensure that the updated visual identity resonates with our community and supports our strategic plan. This project will involve a thorough review and update of WMB's logo, color palette, typography, and other graphic elements to establish a cohesive and visually compelling brand. Generally, we aim for this initiative to enhance communication about who we are and what we do, making it more engaging and visually appealing. This will help reinforce the legitimacy of our activities, whether led by the team or volunteers.
Success for this project will be achieved when WMB's visual branding is effectively realigned to reflect our mission, values, and organizational narrative.

This experimental advocacy campaign, the first of its kind undertaken by Wiki Movimento Brasil, aims to advance open knowledge initiatives at the state level by engaging policymakers, local authorities, and key stakeholders. The campaign seeks to raise awareness of the benefits of open knowledge and foster collaborations that enhance the accessibility and transparency of information, in alignment with global frameworks such as the Global Digital Compact. For organizational learning there is an expectation that this deliverable might contribute to a model for cross-organizational governance.
Success for this project means increased awareness on open knowledge at the state level in Brazil.

QuickStatements new version
The objective of this project is to enhance the functionality, performance, and user experience of the QuickStatements platform. This enhancement aims to incorporate new features, address existing issues, improve system stability, and ensure compatibility with the latest technologies and standards.
Success for this project will be achieved when a new, fully functional version of the QuickStatements platform has been successfully released.

Success connects with assessing and prioritizing technological needs and desired innovations, leading to actionable improvements in tools and platforms that significantly enhance the user experience for the Portuguese-speaking Wikimedia community.

AI Integration for Wikimedia: Prospecting Methodology
Through this project we intend to assess potentials and risks of integrating AI technologies into Wikimedia projects. We are especially interested in prospecting AI impact on smaller projects. In particular, we aim to explore how AI can enhance or harm content creation and moderation. We also intend to address questions pertaining to biases and ethical concerns. Our goal is to provide actionable insights that can guide the responsible implementation of AI tools within the Wikimedia ecosystem. Eventually, this initiative will be supported by a volunteer committee; nevertheless, this is a specialized topic and we are not sure we will be able to bring together enough people to join this work.
Success in "AI Integration for Wikimedia: Prospecting Methodology" will be assessed by giving the Wikimedia community a set of research outputs that can lead to identifying potential risks and biases associated with AI use, and the overall improvement in operational efficiency and community engagement especially for smaller Wikimedia projects.

Programmatic activities
Programmatic activities encompass initiatives deemed essential for sustaining the ongoing operations, ensuring the continuity of processes, and delivering measurable direct impact on Wikimedia projects. These activities form the backbone of our work, providing the foundation upon which we build our mission-driven projects and engagement with the Wikimedia community. They are divided into four buckets: strategy initiatives, continuing projects, implementation plans and operations.
Success measures for main deliverables include, not exhaustively:

Strategy Initiatives
Wki Movimento Brasil hosts three Wikimedia Movement Strategy Implementation initiatives, namely calilu, Capacity Exchange and WikiCon Brasil 2025. These initiatives are embedded in our organizational infrastructure, yet they have specific deliverables and reporting expectations.
The Calilu initiative is a project with the goal of building a peer collaboration network in the Wikimedia Movement's Portuguese-speaking community. It is aligned with recommendation 6 of the Movement's Strategy, which emphasizes the development of capacities and leadership, and seeks to empower Portuguese-speaking Wikimedians around the world to share their knowledge, experiences, resources and learnings with the rest of the community by means of a structure that effectively responds to their demands for community collaboration and development. A premise is that without direct collaboration with other groups, WMB might inadvertently centralize activities, which could hinder the emergence of new initiatives and leadership, and Calilu might act as an intentional counter-tendency to this possible --though not desired-- process of centralization. From the perspective of WMB, it is important to establish a methodology to assess the level and quality of support of other initiatives.
The Capacity Exchange (CapX) is a project focusing on Global Approaches to Local Skills Development within and for the Wikimedia Movement. It establishes a sociotechnical platform for peer-to-peer connection and knowledge sharing to sustainably enable community-based capacity-building.
WikiCon Brasil 2025 is a Wikimedia conference that aims to bring together and strengthen Wikimedia communities and open knowledge groups in Brazil. This is a conference for the Wikimedia community and by the Wikimedia community, and it will prioritize the attendance of active volunteers from Wikimedia projects who have never participated in in-person events and contributors from regions of Brazil that are underrepresented in Wikimedia projects. The decision to host the conference in the Brazilian Northeast, a region with lower representation in Wikimedia, aligns with the conference priority around attendance diversity and was also a request from the community.

Implementation Plans
Implementation plans serve as roadmaps for guiding and directing specific areas of work within WMB. These documents outline the guidelines and strategies that will shape the organization's actions, ensuring they are aligned with broader objectives and focused on achieving specific outcomes that were established with participation from diverse stakeholders and validated by WMB's governance bodies. These plans define responsibilities and establish goals to facilitate the organization's commitment to transparency, diversity and accountability, allowing WMB to make informed decisions, track performance, and adapt to evolving challenges and opportunities.
Wiki Movimento Brasil's Diversity Plan is being developed under the auspices of the Community Management and serves as a framework aimed at fostering diversity, equity, and inclusion within the organization. It will provide guidance for operational activities, team building, leadership development, and strategic direction of Wikimedia in Brazil. The plan will ensure that underrepresented voices, considered through an intersectional lens, are actively involved in the Wikimedia Movement. Furthermore, it will focus on initiatives to address marginalized content, thereby enhancing inclusivity in the creation and dissemination of knowledge. The Diversity Plan is being crafted by the Diversity Committee, a volunteer-based governance body within WMB, and builds upon a document initially published in 2019.
Wiki Movimento Brasil's International Action Plan is under development by the Administration Management and aims to establish a strategic direction for global collaborations and partnerships within the Wikimedia Movement. This plan will serve as a framework for engaging with international Wikimedia entities, fostering knowledge exchange, and contributing to global projects. It will prioritize disseminating the perspectives of the Brazilian Wikimedia community, as well as broader Global Majority communities, within the global Wikimedia Movement. It intends to express among other topics the need for Brazil to adopt a broader stance in the global context.
Operations
Operations are designed to lead to continuing and impactful programmatic actions. Their description is not specified as they remain adaptable, mostly under the responsibility of WMB's project areas. In general, they are geared towards WMB's main goal: to amplify, improve and diversify the content and community among Wikimedia projects, especially Wikipedia; and support the role of social organizations in the open knowledge ecosystem.
Operations include:
- Community Sessions: meetings or gatherings within the community where participants discuss, collaborate on Wikimedia, and share ideas and experiences.
- Capacity Building: activities that enhance the knowledge, skills, and capabilities of individuals or groups, enabling them to be more effective and self-reliant in the Wikimedia Movement or open-knowledge ecosystem.
- Partnerships: formal collaborative relationships between different entities and WMB, working together to achieve shared goals or initiatives, especially around content donation.
- Programs and Campaigns: organized efforts with specific objectives, with a focus on community engagement and content production.
- Governance Sessions: scheduled gatherings, including board meetings, council sessions, committee meetings, general assemblies, and working groups, aimed at addressing WMB's organizational matters and making decisions within WMB's governance structure.
- Communications Deliverables: concrete results of communication efforts, such as press releases, social media posts, reports, or campaigns, aimed at conveying messages and achieving specific goals aligned with WMB's Communications Strategy Plan.
- Products: technological tools, methodologies and platforms, or other infrastructure deliverable, to provide more efficiency and agility to Wikimedia contribution.
- Research: systematic investigation or study to gather information, analyze data, and generate insights or learning.
- Resources: assets or materials used to support, provide more engagement and visibility, facilitate or document WMB's initiatives.
