I don't think this was a test page. Since it was translated from the English Wikipedia page en:Anschluss, the best course of action would have been to let the local sysop handle cases like this. The article has the potential to be improved, and if needed, the local sysops can decide on its deletion later (there is one active sysop). I figured it was just a "test page" since it looked like the user was experimenting with putting two images on a page.
