Phabricator task for direct svg-input

@TheDJ: added phab:T134455 (Add experimental option for direct SVG output via srcset), which is quite close to my whish. Do you think I should start an new Phabricator task for allowing whitlisting (only done by Commons-patrollers) of SVG with

• a flag (similar to patrolling/reviewing) or
• a template (similar to c:Template:PermissionOTRS)
