- hello MikyM! you are welcome. some more information about our WEP: here's the link to our annual report. it's bilingual, so you can read about what was done in 2012 and what was planned for 2013 (at least for the first part of the year). page 6 and 7 are entirely dedicated to our WEP. we have presented the results (and shared our
griefsconcerns) at Wikimedia Conference in Milan, during Wikimedia Education Workshop 2013. i have uploaded the presentation, prepared by WEP coordinator Amakuha for that event, so you can take a deeper look into this matter (if you want, of course). as for holding our workshops: we have signed memorandums with universities and we are going to hold wikiworkshops in those universities mostly. the goal of our WEP is to have universities more involved and we are going to intensify our WEP, starting autumn (the new school year), but this work requires to have some travel expenses covered (and we have not included into the previous grant enough for this kind of activities). the goal of these workshops is to get more people working on the articles as a student assignment. they are to learn 'how to edit Wikipedia' and learn how to be a part of the community along the way (that's what we hope to accomplish). to cut the long story short - we want more people contributing to Wikipedia with good enough articles continually. and we are to teach them and to explain, and help (if need be) through this program --アンタナナ 23:47, 30 July 2013 (UTC)- Thank you for your explanation!--MikyM (talk) 12:53, 16 August 2013 (UTC)

Studying the proposal
editIn general I have no big opposition except for some points. I like a lot the format of wiki-expeditions and I support a lot a format like this and I think that the costs are justified, in the other hand I think that the costs for WLM are really high compared with the benefit that can receive from the wiki-expedition's project. For instance there is a project for a hand-book who can give you good benefit in comparison with the publishing of the photo album and the cost is more or less the same. Basically if the photo album was focused to publish the photos of wiki-expeditions and to widespread this format, I had no opposition because I think that the results of WLM should be a more stable and recurrent contribution not limited to only one month. - thank you for the comments. in the previous grant proposal we had a notion at first to publish such book. it was to be called "Стежками Вікіекспедицій" ("Paths of Wikiexpeditions") and you can see the reallocation request here. but wikiexpedition format does not require high-quality pictures to be taken, it is aimed to take pictures along the way, so to say. we cannot pay volunteers for photos - but we can reimburse some of the expenses a bit, to encourage. WLM and WLE contests let people share the photos they already have stored somewhere (they just had no idea that these photos are actually needed) or take new ones. we usually try to have all the projects connected, thus our WLM 2012 photo album was telling about other organization's projects AND about wikiexpeditions. the album was published at the end of 2012 - these edition helped us to get more people interested in WLE contest, in wikiexpeditions and in WLM 2013, and in other project WMUA is doing. if there are really good photos taken during this expedition i believe we are not going to miss a chance to include them into the edition planned or even change the whole concept of this budget line and request reallocation[1]. but. from what i can see - we want people to make sure that they take photos of everything notable in a village (a school, a WWII monument etc), as these things are not usually taken pictures of (people tend to take photos of beautiful trees, blue skies and something they consider to be nice or vice versa). and that what make wikiexpeditions so useful for wikiprojects. but WLM (and WLE) - it is aimed to get a lot of photos, preferably good photos. and these can be published and presented to our partners (present and future) our other projects --アンタナナ 09:23, 31 July 2013 (UTC)

- ↑ well, this wikiexpedition is quite different. there are at least 4 sites telling about it, and it has only kicked off 4 days ago [1], [2], [3], [4]. this page helps people to 'stay tuned', as the expedition will last for a month at least. and the participants are to share something interesting along the way, so people would be motivated to read about them and to comment. and to look for more information (and we do hope that they will be able to find all they need in wikipedia and wikivoyage)
Some thoughts
editThanks for your submission. The application is fine and some of your plans for future projects are really promising. I need clarification only about two things:
- What is the primary idea beyond the project with the library? You mention that the encyclopedic books are quite expensive, but the amount requested is fine if it includes the books' price. Do you maybe plan to borrow these books from the library and later scan their content for further use?
- Can you please detail what is included in the bank expenses? Does it represent only the expense for maintaining the bank account or other fees and expenses are included as well? You have an amount of US$570 for six months, which is much higher than the maintaining expenses in many other countries.

- the money is for buying books. sometimes the authors are happy to give the permission to publish their book under the free license, so we can scan and publish it then, but usually the books bought are not under the free license, expensive and cannot be found in an electronic form, thus by buying them we can help the editors to create and improve articles. that's the idea

Few questions
editThank you very much for this nice proposal. It is very inspiring to see this nice initiatives are going to happen soon. I am also interested to listen form you about the impact and feedback about the event, when you finish the programs.
I would like to know more details about a few sections of the Detailed breakdown
- 1.2 Travel, if you are organizing 14 events then why you need to sign agreements only for 3.
- 2 Wikiexpeditions do you have any idea about the number of participants, how they can join here, or any other details about this event (in English)
- 3 Wikiconference, here you added travel and accommodation cost for the participants. is it something like the travel grant or is it for the board members? and you mentioned that 20 people (3.1) will travel form other place and you are arranging accommodation only for 10 people, why?
- 8 Wiki Loves Monuments, 8.10 Publishing photo album: could you please inform us a little more about this?
- interested to know more about the 9.5 Bank expenses and 9.7 Website hosting.

- Hi! Thank you for your questions.
- 1.2. We are planning to sign 3 agreements with new partners in other cities, and organise 14 workshops with both existing partners (we already have 8 partner universities) as well as following workshops with these new parnters
- 2. A brief presentation of this project in English is available in our annual report. Most of expeditions are organised by our organisation members who announce such expeditions on-wiki (an example of such announcement) and invite others to join (usually between 2 and 5 participants per expedition). Some other expeditions are organised by wikimedians interested in travelling who contact us with their ideas, and we plan a route together by covering all notable object on their way (an example of such expedition). We have also held an international expedition to Chernobyl this year (35 participants from 6 countries, over 1,000 photos), but we are not planning any similar events in the forthcoming month
- 3. Based on our experience (2011 and 2012), approximately a half of participants either have friends or relatives in the cities where the conference is held or are accomodated by local wikimedians, or are able to attend only one day of the conference. These travel costs will most likely cover organisation members who want to participate and wikimedians from other cities who want to make a presentation during the conference. Based on experience of two previous conferences, 20 is a reasonable number of people from other cities who want to attend the conference.
- 8. You can have a look at the WLM 2012 photo album (unfortunately only in Ukrainian as it was made mostly for internal partners, but we can probably make it bilingual next year), it contains both photos and presentations of WMUA projects (including Wikiexpeditions). It was very successful and helped us to find a number of new partners, as well as helped to attract more people to WMUA projects, particularly to Wiki Loves Earth 2013 contest. We have already distributed almost all of the copies of 2012 album, so we think that a 2013 edition will help us to reach even more people and organisations.
- 9.5 Antanana (our treasurer) has provided more details on bank expenses in the question above (line Bank expenses includes our bank fees for maintaining our UAH and USD accounts, exchange fees, exchange gain/loss, electronic bank keys for online banking, fees for bank statements and charges for transactions). - Concerning souvenirs, so far we have ordered badges, T-shirts, cups, pens, and we also have WLE postcards and calendars (see some leftovers on our Wikimania stand). We distribute them 1) to participants of WMUA projects, for example, we can distribute pens during wikiworkshops in universities or T-shirts to WLM finalists, 2) as small gifts to most active wikimedians, e.g. a most active user of the month may receive a badge in addition to a wikizghushchivka, 3) some may be also used as promotion items during various events. We do not have exact list of what we will order in the forthcoming months, we will look what items were most successful in the current stock and probably look for some original ideas.
- For the previous order we made an announcement on the chapter mailing list and we managed to satisfy all requests (see wmua:Бібліотека). We also have a page for such queries, but the only book requested there is not publicly available, so we did not manage to buy it so far. There is also a discussion on the new requests format (in a nutshell, a user requesting the book should mention in which articles he wants to use it and confirm that it is not widely available on the Internet and in the libraries), and we will announce the launch of the new order on village pumps of Ukrainian projects — NickK (talk) 23:41, 25 August 2013 (UTC)
Request for details
editHi, a few things at the start of the application form.
- Could you reword to make the goal less vague? "to increase the amount of active wikipedians in Wikipedia and other wikiprojects"—Do you mean the Ukrainian WP? Which other WMF sites are you mainly targeting?
- "Measures of success"—numbers, please, even if they're only expressions of what you'd be happy with and can reasonably expect to achieve. How many "newly registered editors" would you be pleased to get for each of the three categories you cite? How many images for each category? etc. "Publications" means online, does it? I expect it's not paper and printing, since I don't see the point of doing that for a quintessentially online project. Tony (talk) 02:06, 27 August 2013 (UTC)

- Thanks for your response in specifying benchmarks. The goals are still vague: I presume your goal as stated is to increase editors in the Danish Wikipedia, right? I don't have time right now to look through in detail, but in principle this looks like a worthy cause.
- well... the numbers provided are for Ukrainian Wikiprojects - true. but the goals are not only Ukrainian language oriented. while looking for our potential partners for this WLM contest, we have come across AIESEC Kyiv. they have suggested to have a special award for foreigners writing about Kyiv and its monuments, and taking pictures of these monuments along the way and uploading to Commons (AIESEC has a project called Explore Kyiv). we have organized a wikiworkshop for 22 foreign students, that at the moment here in Kyiv (AIESEC internship program), and they are going to take pictures of Kyiv monuments (enriching NOT only Ukrainian wikiprojects) and writing articles about Kyiv in their own languages. as we believe in working with AIESEC in future, we cannot leave out a possibility that a Danish student may come here and write to his/her Wikipedia about Ukraine. why not? even more - WLM contest, wikiexpeditions are aimed at collecting pictures (mostly). these pictures are to be uploaded to Commons (we are not talking about NoFoP cases here) and they are supposed to improve articles in other languages, are they not? we had a few weeks of international collaboration (Ukrainian-Armenian, Ukrainian-Estonian) - they were writing about Ukraine in their own language, we were writing about their countries in our own language. we have sent them some souvenirs for their hard work, they have sent us theirs. are we not supposed to be enough open-minded here? the goals are not vague. we want to have more Wikiprojects improved --アンタナナ 15:41, 28 August 2013 (UTC)

However:
- $14K is on the upper end of what I'm comfortable with. For WLM, transport and associated costs are very relevant and look conservatively estimated. Travelling around regional centres doesn't look as though it's covered in such a slender travel budget.
- didn't get this one, I believe. we do not have active volunteers in all regions yet, or if they are active there, they cannot help, f.ex. a programmer in Lviv won't be able to present a music project in Lviv Conservatory --アンタナナ 16:05, 28 August 2013 (UTC)
- The prizes ... could you have a hunch at how many and which categories? I'd prefer to see well-funded prizes as motivational factors. May I suggest that $450 for "souvenirs" be ditched and put into the prize money???
- for Wiki Loves Earth local contest we had prizes costing 1600 USD (both WMF and partners). we are to have:
- best pictures: the 1st, 2nd and 3rd places awarded, smaller awards for the rest of the authors of top 10 (that are to be presented internationally)
- the number of objects taken pictures of: the 1st, 2nd and 3rd places awarded, as the variety is very important for Wikiprojects
- special awards: small ones, AIESEC are going to give their own award
- p.s. if we are lucky and get partners that will donate money to buy the prizes (or prizes), we are going to ask for a reallocation and to have a moving photography exhibition in the museums of Ukraine (while looking for partners for WLM projects we have come across some interesting proposals, actually))

- I'm not pleased about paying for people to travel around to get signatures. And in the event that your postal system loses the envelopes, I'd be counting on getting that signature again. Why can't the "rector" sign after you get the participants' signature? Or using fax or email and print. Or special post. It's just not good use of donors' funds.
- first of all, we are talking about official agreements and memorandums, signed between Wikimedia Ukraine and Universities. electronic signatures are not very common in Ukraine, and an agreement or memorandum sent via email or fax has no legal power (and we have neither office nor fax, actually). moreover, such events are good for media thus regional press coverage shall be increased (even a wikiworkshop can be organized). Universities shall be happy (as they get media attention) and personal contacts established are really important, especially if we can get to know the teachers involved in the process better. and special post from UPS costs 152 UAH (one way)[1], and we need to pay two-ways - we sign and send to an University, they sign and send our copy back. we are supposed to pay - usually Universities do not have money for this. without this signed documents we won't be able to organize a wikiworkshop (see, page 4) --アンタナナ 15:41, 28 August 2013 (UTC)

- As you know, I don't approve of getting the printer out for dead-tree publications when we quintessentially serve an online organisation, and the purpose of "How to edit WP 2.0" is to go online and do it. - yes, it is important. i do not approve 'dead-tree publications' myself, but 1) we are printing them out (mostly) for wikiworkshops, that are to be conducted in Universities, for museum and library workers. thus it is very important to have a book to give; 2) it's easier to have a short guide telling you how to do smth, while trying to do it online; 3) if a book was given to a wikiworkshop participant, the possibility is higher that (s)he can (and would) edit AFTER the workshop (if they forgot smth, they can just look for it themselves) --アンタナナ 15:41, 28 August 2013 (UTC)

- echoing User:Tony1, I think the prizes are much overpriced. As they constitute for 15% of your grant request, I would see them reduced to about 500$, I must say.
- but they are not, i have answered above. i do believe that there is no need to increase the price of the prizes (ours is a local contest, they can strive to get REAL prizes), but we won't be able to decrease it to 500$ - the participation will be very low, and no professional photograph will take part, as they will be releasing their works under a free license, and they can have more just selling them or suing people for using them without permission... --アンタナナ 16:23, 28 August 2013 (UTC)
- I also encourage you to strive for 50-50 matching in WLM in the future. Make it your goal, see if you can do it! It's good fun, it makes other organization partners and makes publicity easier.
- but we have striven. i have sent more than 1000 letters, asking firms and companies to donate - unfortunately Ukrainian law is not that good for donators, thus they are not very interested. they do want to have an article about their company in Wikipedia. once you explain them, that it is not possible if they are not notable enough - the case is lost. there is a possibility, that after the contest kicks off, they can join - then we are going to save money and go with a reallocation --アンタナナ 16:23, 28 August 2013 (UTC)
One more general note: In general, I would like to see these kinds of programs, which are all very good, planned ahead in your FY2014 workplan ahead, and not as a separate submission to GAC. This is not the proper way to go, as far as I understand how things are done in WMF.

- NoFoP is a real case here, though a lot of modern monuments are not that great to feel THAT sorry about it (i am talking about Soviet period buildings mostly). but there are modern nice ones that won't be able to win... we are planning to have the pictures uploaded to the Ukrainian WP --アンタナナ 16:27, 28 August 2013 (UTC)

- I have added a small note that we were speaking about the annual general meeting of all organisation members — according to the bylaws our members have to meet IRL once a year to elect a new board, vote for the yearly plan etc. I think it should be quite similar for all chapters.
- Thanks for the small description. Could you let us know, how many people are you bringing to the meeting place? (how many travel and accomodations are you expecting, even if it an aproximate number :]). I know this meeting is necessary, I just wanted to check the relation between the people that you are bringing and the amount estimated, since, in relation to other items in the budget seems slighlty high (but maybe is justified).--3BRBS (talk) 20:03, 2 September 2013 (UTC)

- Thanks for your question! We are going to write an encyclopedia 1) using materials in public domain or those we have permission (for example, we have a permission to use the «Енциклопедія Криворіжжя» (Encyclopedia of Kryvyi Rih Region, but we are yet to buy it), 2) using high-quality encyclopedic, but not commonly available sources (for example, we want to buy «Українська музична енциклопедія» (Ukrainian Music Encyclopaedia) which was printed in only 500 copies). Requesting an Extension

Due to current events in Ukraine, we would like to request an extension of this grant for one month (until 31 January 2014). Ongoing events in Ukraine made us cancel or postpone a number of events (e.g. the second Free Music Concert was postponed as it was to take place on the same day as the meeting), and both our volunteers and target audience (university students, professionals, civil activists etc.) are heavily involved in ongoing events. Thus we would need an extra month to complete this grant.
We have also submitted a reallocation request due to this extension.

Dear GAC members,
Due to current events in Ukraine, we would need one more month to complete activities included in this grant. However, we want to organise an additional event: a conference on the occasion of the 10th anniversary of Ukrainian Wikipedia (30 January 2014).
Conference on the 10th anniversary of Ukrainian Wikipedia will be a place where Wikimedians from all parts of Ukraine will be able to share their experience, attend presentations and participate in discussions (proposed subjects include development of strategy for Wikimedia Ukraine and Ukrainian wikis for the following years). Some other events (a press conference or a wiki workshop) may also take place during this event. Expenses on this conference would include travel expenses, hall rent and meals / coffee-breaks for participants.
In order to fund this conference, we would like to ask to make a reallocation from the following articles:
- WEP -> Wikiworkshops: events in Ukraine made us reduce our WEP this year, as it is hard to organise a wikiworkshop for students while the country has mass student protests since Novermber, and January is a traditional month for exams in Ukrainian universities. Thus we will be able to organise less workshops than we supposed initially, but we will try to organise a workshop within this conference instead
- Publishing: as we will organise less workshops than previewed, we may postpone publishing new editions of some materials until Spring 2014.

Requesting an Extension - 2

Due to ongoing events in both Kyiv and regions, we would like to request an extension of this grant for another three weeks (until 23 February 2014). Unfortunately we are not even sure what will happen tomorrow, so we are currently unable to organise any events. Thus we have to postpone most of events we were planning for these weeks, even the celebration of 10 years of Wikipedia will be postponed (current atmosphere is not really suitable for celebrations, and we will not have a reasonable impact). We hope the situation improves in three weeks, and we will be able to complete the grant.

Given the current situation we are once again unable to complete activities in time. In particular, we had to postpone our 10th anniversary events till 9 March, and we are currently unable to order anything (transport in Kyiv is almost completely blocked). We are very sorry that we have to request an extension once more, but we have to do it — until 10 March 2014.

Due to current situation in Ukraine we are unfortunately again unable to complete activities in time. The situation remains unsafe, and we have to postpone some events once again. We are hope to complete them by the end of the month, thus we would like to extend this grant until 31 March 2014.
We really hope that we will not need another extension and the situation will be back to normal by that time.

We would like to request the fifth and the final extension to this grant — until 10 April. The situation in Ukraine becomes more or less normal (or probably we are getting used to work in such circomstances), and we have somewhat resumed our activities. We would need the final ten days to complete the projects we can complete and decide on those we cannot. This delay should be sufficient for us to close this grant.
